The USPHS has always had a Regular and Reserve officer corps.

Uniformed services
The seven uniformed services are:
1. United States Army
2. United States Navy
3. United States Marine Corps
4. United States Air Force
5. United States Coast Guard
6. United States Public Health Service Commissioned Corps
7. National Oceanic and Atmospheric Administration Commissioned Corps
Each of the uniformed services is administratively headed by a federal executive department and its corresponding civilian Cabinet leader.
United States Public Health Service Commissioned Corps, it was there already.

There were changes made to the law as it stood. CNS had a comparison but now that is gone. Drudge had a link to it but now that is gone too of course. Too bad, as that was a useful article.
I don’t understand your point. Yes, it pertains to the USPHS, but why does there need to be a new “commissioned Regular Corps and a Ready Reserve Corps”? Those do NOT already exist. Sounds like he is using the existing USPHS as cover to create a cadre of brown shirts to me.
