Most people who answer only Question 1 are protesting abuse of the Census.
Nobody is going to associate failure to complete the form with a healthcare vote.

For genealogical purposes, I answered name, gender, age (not birthday) and relationship for my family. Nothing else.
I put my race as “AMERICAN” from the “actually a naturally born citizen” tribe.
Exactly how many times has this statute been enforced?
That’s not a bad idea, although it will screw up future genealogists.
That’s what I answered.
Since this is the law which cover's the 2010 Census, I would assume that no one has been penalized.

Supervisor Michael D. Antonovich has released figures from the Department of Public Social Services showing that illegal aliens’ children born in the United States collected over $50 million in welfare benefits (CALWORKS & food stamps) for the month of January.
Antonovich says that approximately 23% of all CALWORKS and food stamp issuances in Los Angeles County are made to parents who reside in the United States illegally and collect benefits for their native-born children.
“When you add this to $350 million for public safety and nearly $500 million for healthcare, the total cost for illegal immigrants to County taxpayers far exceeds $1 billion a year - not including the millions of dollars for education,” said Antonovich.

They came to my door today and when I told them all I would give them were how many people lived in my house, they said that is all they wanted.
They then started down a list of interview questions. I stopped him right away and slammed the door!

You are stating rules we understand about postage. With a census address on it I wonder with this bunch.
They will get a good list of people for O’s gestapo to round-up first.......
