It’s simple, they know if they don’t get it done before easter recess than it won’t get done. Every time these representatives go home there is less support than the last time they visited.
Isn’t this all so contrary to America as to require some kind of police/military intervention?

It’s treason. What kind of criminals within a legislative body, pass a bill with a title only. Obviously, the constitution implicitly assumes that the power of the legislature is exercised on bills, whose contents are known by the members, when the vote on it.
Only a lawyer or someone subverting the law could even come up with such a scam.
