Justification and Options for Creating U.S. Capabilities

Establishing security is the sine qua non of stability operations, since it is a prerequisite for reconstruction and development. Security requires a mix of military and police forces to deal with a range of threats from insurgents to criminal organizations. This research examines the creation of a high-end police force, which the authors call a Stability Police Force (SPF). The study considers what size force is necessary, how responsive it needs to be, where in the government it might be located, what capabilities it should have, how it could be staffed, and its cost. This monograph also considers several options for locating this force within the U.S. government, including the U.S. Marshals Service, the U.S. Secret Service, the Bureau of International Narcotics and Law Enforcement Affairs (INL) in the Department of State, and the U.S. Army's Military Police.

The authors conclude that an SPF containing 6,000 people — created in the U.S. Marshals Service and staffed by a “hybrid option,” in which SPF members are federal police officers seconded to federal, state, and local police agencies when not deployed — would be the most effective of the options considered. The SPF would be able to deploy in 30 days. The cost for this option would be $637.3 million annually, in FY2007 dollars.

Not too often, thank God. The last I recall for sure was the beat down of the Bonus Army back in the 30s, which saw Hoover out of office, which gave us FDR, a SAD day for America. MacArthur was Army Chief of Staff at the time and Majors Eisenhower and Patton were intimately involved in that debacle.

Any others since then that you are aware of?

WE can NEVER fire the first shot, period. THEY must do so. We cannot afford a Fort Sumter incident. That it WILL happen is almost a foregone conclusion, but WE cannot start it. We can only defend ourselves in the first incident, but from that moment, all bets are off. We cannot start it, but we MUST finish it or everything the Founders gave us, everything I swore to protect and defend will be gone and our children and grandchildren will be dead or serfs to the Noble Elite who will “guide” them to the new Green Life (and beyond, in most cases).

I see your point and agree with it. It's so frustrating at times. What if they don't fire a shot but quickly pass "the Big 5" as I call them: Health Care, Card Check, Cap and Tax, Amnesty and Gun Control - do we, as I mentioned, just sit idly by and watch it happen? I guess that's what November, 2010 is for. I tell you, if my guy/gal is ahead by 10 points the day before, and ACORN and the other groups elect the other guy, then all bets are off. I still don't know how Bozo won MN after they found out ACORN gave him 40,000 votes. Still don't know why that didn't go to the MN Supreme Court. . Just really frustrated here with all this daily news. .

Man up and dig deep for a pair. I don’t know about you but my ass is exit only. The book of the month club has taught me that no communist regime is without death squads, round-ups, and executions. You can get in the boxcar if you want but I’m shooting till I’m out of ammo.

It does, but it doesn’t contemplate their use within the United States to do anything those agencies don’t already do.

As I think I’ve said elsewhere in this thread, if the federal government wants to enforce its will on the people of the United States, it hardly needs to be so circumspect as to create a “stability police force” and pretend that it’s only going to be used overseas.
