Justification and Options for Creating U.S. Capabilities

Establishing security is the sine qua non of stability operations, since it is a prerequisite for reconstruction and development. Security requires a mix of military and police forces to deal with a range of threats from insurgents to criminal organizations. This research examines the creation of a high-end police force, which the authors call a Stability Police Force (SPF). The study considers what size force is necessary, how responsive it needs to be, where in the government it might be located, what capabilities it should have, how it could be staffed, and its cost. This monograph also considers several options for locating this force within the U.S. government, including the U.S. Marshals Service, the U.S. Secret Service, the Bureau of International Narcotics and Law Enforcement Affairs (INL) in the Department of State, and the U.S. Army's Military Police.

The authors conclude that an SPF containing 6,000 people — created in the U.S. Marshals Service and staffed by a “hybrid option,” in which SPF members are federal police officers seconded to federal, state, and local police agencies when not deployed — would be the most effective of the options considered. The SPF would be able to deploy in 30 days. The cost for this option would be $637.3 million annually, in FY2007 dollars.

An elite corps of combat troops (SS is short for Schutzstaffel, which is German for “protective shield”) formed originally within the German Nazi party as a bodyguard for Adolf Hitler and other Nazi leaders and led by Heinrich Himmler. During the 1930s, Hitler steadily expanded the responsibilities of the SS to include the suppression of his political opponents within Germany and the persecution of the Jews. The SS supervised the concentration camps.

Excellent. I move we lock in that name for them. Then we can surgically alter the males (since no self-respecting MAN would join them) to fit the unit name. A 30-06 vasectomy/removal tool from 300-500 yards should do the trick just right. (Oops... I used the word “trick.” I did not mean “trick” as something to deceive or hide something. I've posted this elsewhere, but feel it needs to be said here too. How much more of this can we take? As I've said many times, there's something new every day! I've always been a believer in the election process, etc, but I've about had it. They will never change, nor will we. They are hell bent on destroying capitalism and pursuing a total communist takeover of these United States. Socialized medicine is step one. Then we have Cap and Tax, Amnesty for illegals, Card Check and Gun Control. If they pass them all, you can kiss America goodbye.

There are 200 million armed Patriotic Americans ready to explode. 85% of the Military and Police will side with us. We can't just daily watch our country disintegrate. Too many people have fought and died for this Republic. Steel yourself and prepare. It has to be organized and done right. Washington D.C. on July 4th?

I never thought I would be talking like this, but this has been building and building. They rush towards a communist tyranny on a daily basis. Are we to just sit idly by and watch? Will there be elections in 2010 and 2012?

This DC 9/12 sign says it all. They have ignored us, in fact they have Alinsky ridiculed us. No more.

I can’t say for you guys, but here in Texas its very likely that some majority of local LEOs will refuse to assault non-criminal citizens, both from a moral patriotic stand-point to the reality of the intensity and deadliness of the citizens push-back.

To be fair, the Rand document contemplates the use of this “SPF” to supplement US military and State Department operations overseas, not as a domestic policing organization.

Frankly, I found the establishment of the Department of Homeland Security much more troubling than this.

Frankly, I found the establishment of the Department of Homeland Security much more troubling than this.

When George Bush announced the creation of it, I felt a light had permanently gone out in our Republic.

yeah, you're right. Cause if local LEO saw that the feds were going to burn a bunch of women and children to death, they would have stopped it, right?

Then in order to find out what happened the local and state LEO's would have preserved the scene and not allowed the Feds to bulldoze and destroy all the evidence.

They also would have done the autopsies on the children and women to see if they were hit by rounds and killed or just burned/suffocated.

Cause local LEOs stand up and really fight back against the FBI, ATF, and (enter federal agency's SWAT team) when they over reach their jurisdiction.

pffffttt... sure. they are as afraid of armed confrontation as the next guy. They want their pension and their family to be safe. So let me think... will the LEO defend me or defend his pension, paycheck and family...

Gee, that's a tough one but I'm betting I'd be S.O.L. ..... and so would you....

We already have a standing army on U.S. soil. It’s called the United States Army. It has been used on multiple occasions to deal with American “insurgents”.

That’s actually why I think there really isn’t anything to this beyond what the document says on its face - that it’s a force designed to provide a specialized capability our military has obviously found wanting in Iraq and Afghanistan.

If the federal government wants to engage in tyranny (or in more tyranny than it already has), it would hardly need to create some special new police force, and if it did create such a force, it certainly wouldn’t have to be so circumspect as to pretend such a force was only to be used overseas. It already has far more insidious and powerful tools at its disposal for enforcing its will on the American people.

WE can NEVER fire the first shot, period. THEY must do so. We cannot afford a Fort Sumter incident. That it WILL happen is almost a foregone conclusion, but WE cannot start it. We can only defend ourselves in the first incident, but from that moment, all bets are off. We cannot start it, but we MUST finish it or everything the Founders gave us, everything I swore to protect and defend will be gone and our children and grandchildren will be dead or serfs to the Noble Elite who will “guide” them to the new Green Life (and beyond, in most cases).
