I think it means civil service protection must be before 2004, or it is now invalid under the American people’s “change” mantra.
And we will purge every last democrap from office in 2010 and in 2012, including the punk in the White House.
The democrap boys and girls have had the keys to the castle for 10 months now and in this short period of time have managed to show that they can’t be trusted whatsoever.

I read the memo. Dont see anything about people currently in civil service being removed from their jobs.
Best I can determine, this applies only if an agency wants to convert a political appointee to civil service in the future.
The 0bama-trons would love to do this but civil service rules make it near impossible to fire anyone

And Obama has now reached critical bureaucratic mass with the Czars he has appointed. Their role is a purger role. That is why they are there.
And the laws or constitution will not matter. Obama has the unions on his side, and they will collect dossiers on the private lives of the expendable. So watch for enforced early retirement, firings for cause ( political correctness), sex scandals and if all else fails, accidental deaths.

Our brains serve us poorly if we rely on our higher cognitive and emotional centers too much in basic survival situations. Our more primitive reactions are better designed for that.
In that spirit, it has always seemed to me most practical to simply, for instance, think of adherents of the Religion of Peace as if they were cockroaches. To do otherwise seems a certain recipe for our extinction.
I believe the same approach towards liberals/socialists warrants consideration as well, now that I understand them better. To humanize them is to take ourselves down a path of thinking that will lead to actions that result in our extinction. They are not amenable to reason or to measured approaches.

I’m a federal employee (in liberal SF no less!) and like my job very much.
Trust me, you want some conservatives in this job protecting the taxpayer’s interests rather than just giving away the farm.
If there were more conservative feds I believe there would be much less “waste fraud and abuse,” as they say.
I don’t like my agency’s very existence, but since I’m employed here I plan to be the best bureaucrat I can be. . .

We would not, but I have a strong feeling that the GOP will fold & wilt like a wet blanket before rolling back ANYTHING involved with 0bozo or his socialist appointees or agenda. Heck, the GOP House majority from 2000-2006 even capituled to the House minority demoRATs who demanded and got, 50/50 representation on all House committees. What a bunch of weenie, pandering cowards. As much as I hate Nancy Pelosi & the demoRATs, I wish just for ONCE that the Repubs would take a chapter (or the entire playbook) from the dems, and that Repubs would play hardball against the demoRATs and tell the media & demoRATs to go screw themselves when they whine & holler about anything.
Trouble is it won't flame-out on the whole. It just keeps creeping forward -- like that frog in the pot with the water heating up slowly. You have to fight each step as it happens instead of waiting for the Titanic moment -- it will never happen as most of the "electorate" become accustomed to each incremental step and the next and the next...
