Obama may intend to do just that, but the memo does not say it. The memo says that anyone proposed for a federal civil service position, who has held a political appointment in the last five years, must have that appointment reviewed by OMB. That requirement applies to pending and future appointments, the memo says nothing about people who have already been appointed to federal civil service positions.
This memo, if properly applied, could prevent Obama doing what Clinton did, turning hundreds if not thousands of political appointees into Democrat moles with Civil Service jobs. Not sure how many Republicans went this route when Bush left, Republicans tend to have real lives and real jobs that they can go back to. Democrats, not so much.
That's the same attitude that helped get Obama elected. Too many people stayed home because McCain wasn't "right" enough. Look what it got us.
As much as you and us hate bureaucracy, what you will hate even more is a bureaucracy filled with ideologue liberals and socialists. Believe me, many of us have already found that out at the state level.
Make them beg for their jobs. Then give them a pie in the face and seltzer down their pants.
