I thought he had said so as well, but probably misheard it. Unless he deviated from his speech, here is the text of the prepared remarks.

so he tried to make it semi genric.
It was a dull speech that made it plain he felt NOTHING

Thanks for a reminder of a true act of compassion. I believe Bush anguished over every soldier we lost and really understood the weight of the decisions he made without regard to political consequences.
