Smart man...If I remember correctly during the Bush administration...Democrats in Congress and at the CIA couldn’t keep their lousy mouths shut!! Leaks were all over the place and things tended to end up in the NY Times.....

What is a “nascent” program? Another poorly written news article said that the “program” never became “operational.” Another words, nothing happened. In other words, there was nothing to tell Congress about. It is just another opportunity for the disloyal scum that infest the modern Democratic Party to defame and undermine patriots who defend America. With the willful collaboration of an equally dishonest and disloyal MSM.

The official characterized it as embryonic intelligence gathering effort, and only sporadically active. He said it was hoped to yield intelligence that would be used to conduct a secret mission or missions in another country that is, a covert operation. But it never matured to that point. In other words, it was a legitimate intelligence operation and legitimately "secret". Nor, since it never became operational was there ever any need to advise Congress.
Democrats and the MSM trying to create a scandal where there is none.
