Since when does the CIA report to the vice president?

Since when does the CIA report to the vice president?

I do recall reading a couple of National Security Directives by Bush giving Cheney some special national security authority.

This would be a BIG legal issue since the President does not have the authority to delegate national security stuff (assassinations) to anyone other than his personal National Security Advisor. This is something everyone in the intel community knows; the rules are clear - only the President or the National Security Advisor to the President can whack people.
