A recent TV show has proposed the possibility that dinosaurs may walk the earth again someday as a result of mans ingenuity.

I believe the question is stated incorrectly.
Should we re-engineer a dinosaur?
Given our technological capabilities at present, we could probably make some good progress to doing this, and we would likely learn quite a bit about the process. But this does lead us to some very unstable moral and ethical ground.
When in doubt, just feed the T-Rex a lawyer.
