If I am punished by a fine, for a crime I have not yet committed - then I am fully entitled to commit that crime at any time I deem fit. So, whatever percentage of smokers who do conscientiously put their cigarette butts in the trash, and are still fined - will now feel compelled to toss their butts indiscriminately. I know I would.

So when SF maintenance men and clean up and garbage crews come across a cigarette butt, they pick up everything else but leave the butts for the special Buttcrew. And that is why the tax, to pay for this special crew that they must have. OR, the other guys pick up everything including the butts and this is nothing more than a greedy way of raising taxes. I'm betting on the latter.

My uncle says San Fran is not fit for kids. They were walking in public and a vagrant whipped it out and peed in a garbage can.

Well since he's so agreeable to the notion of "legislating health", you'd think he'd want to do his share in eliminating the spread of HIV/AIDS by outlawing places where queers gather for sodomy, and arresting them when performing same in public at their "pervert parades", for all the world to see. I have tried to "hate the sin love the sinner" but it's getting more and more difficult when the "sinner" defiantly revels in his sin, nay, wants to make decent people outlaws for opposing it.

I will admit that my pet peeve is watching someone on the freeway toss their butts out the window onto the road instead of dirtying up the ashtrays in their cars.
I especially hate the night visual of seeing the smoldering butt bounce on the asphalt.

I NEVER throw away cigarette butts - always an ashtray or field strip them.
But with this law, if I were in SanFran, I’d be collecting butts for sidewalk distribution.
