The motto, fashioned by environmental groups' pining for the first 100 days of Barack Obama's presidency, envisions increased funding for alternative energy to go with regulations designed to clamp down on facilities powered by fossil fuels.
But pro-environment advocates also see a policy role in a "green recovery," in the form of federal outlays for new jobs in the alternative-energy sectors that would constitute a "massive" transition to an economy that looks favorably on emissions-free energy sources and rewards ways to save energy.

The green jobs potential has been promoted by some very dubious economic “studies” - which in my opinion vastly overstate the potential, and thus understate the cost of such jobs. If Obama is conscious of not becoming the second term of Jimmy Carter he ought to look at the SynFuels debacle of the Carter years and the claims that were made to justify its funding.

This stuff NEVER works...but it’s popular with a lot of people who don’t know any better.
Essentially, it’s like all the bailouts. Take the money out into the middle of the street, pour a lot of lighter fluid on it, apply the match, and you’re done.
That’s about it.
