The Democrats held the vote open after they had lost. They strongarmed three Democrats, apparently, to change their vote to help create an extra layer of bureaucracy.
Matt Blunt and other Republicans are yelling "Parliamentary Inquiry!"
Republicans are asking why the Democrats changed the rule and then did NOT follow the rule

The rats were losing the vote by three or four votes. They held the vote open, after time expired, then forced ‘rats to stop.
Barney Frank called them hypocrites.

No, this has to do with a new layer of “government”...unelected appointees to investigate ethics problems with members of the House.
Democrat leadership wants it, Republicans and intelligent Democrats (only about 16 of them) do not want it. The ‘rats left the vote OPEN until they strong armed enough of their members to change their votes. Even though the time was up, the “voting” was left open.
Now the ‘rat leadership says they won the vote. Republicans said, “You guys changed the rule when you took over, and said the vote could not remain open any longer than three minutes. You just broke that rule.”
Democrat “leaders” told the Republicans to go piss up a rope.
