U.S. to Offer Turkey Help on PKK

The U.S. is to offer Turkey a package of measures to dissuade Ankara from mounting a large-scale military incursion into Iraq to attack PKK Kurdish guerrillas, who have killed scores of Turkish soldiers in recent weeks.

Ahead of a meeting in Washington on Monday between President George W. Bush and Recep Tayyip Erdogan, Turkey’s prime minister, U.S. officials said Ankara would have to get concrete American help to combat the PKK, which has bases in northern Iraq from where it frequently launches attacks into Turkey.

“Erdogan has to go back with the belief that for whatever reason, the U.S. is serious” about tackling Turkey’s concerns regarding the PKK, said Matthew Bryza, deputy assistant secretary at the U.S. state department responsible for Turkey policy. Full story...

5 Crew Members Became Sick on Flight From Washington to Boston

Monday, November 05, 2007

BOSTON — Five U.S. Airways crew members became sick on a flight from Washington to Boston on Monday, after they had earlier complained of a bothersome odor on another plane.

Crew members and passengers on Flight 2022 had reported some odor after a plane left Ronald Reagan-Washington National Airport, so the flight returned to the airport. They crew and passengers then swapped planes for the flight to Boston.

However, five crew members still became ill with unspecified symptoms, according to Valerie Wunder, a spokeswoman for U.S. Airways, based in Phoenix.

No passengers were affected, she said.

The crew members were taken to a local hospital for treatment.

Treasury Designates Individuals Furthering Syrian Regime’s Efforts to Undermine Lebanese Democracy

The U.S. Department of the Treasury today designated four individuals affiliated with the Syrian regime’s efforts to reassert Syrian control over the Lebanese political system.

“Syria has used all means at its disposal – from bribery to intimidation to violence – to undermine the legitimate political process in Lebanon,” said Stuart Levey, Under Secretary for Terrorism and Financial Intelligence. “Today’s action exposes four individuals involved in such activities and serves as a warning to others who would do likewise.”

Syrian troops formally withdrew from Lebanon in April 2005 after a 29-year military presence. The Syrian regime is working through Lebanese proxies to exert control over the Lebanese political system; to weaken the majority pro-government March 14 Coalition; and to undermine Lebanese sovereignty and security. The regime has used a range of tools to further these objectives, including bribing politicians, intimidation, interference in the selection of a new president, support for violence, and providing arms to militias and terrorist groups. The four individuals designated today have worked to undermine Lebanese sovereignty and support the Syrian regime’s efforts to interfere in Lebanon’s internal affairs.

Syrian intelligence has assisted Hizballah and other oppositionists in Lebanon to orchestrate protests and demonstrations demanding the resignation of Lebanese Prime Minister Fouad Siniora’s cabinet, which it deems illegitimate. The protests began in December 2006 in Beirut and continue today. Additionally, the Syrian regime has provided arms to illicit Lebanese militias and Palestinian terrorist groups. In addition, the Syrian regime is believed to be intimidating Lebanese who call for the establishment of an international tribunal to try the killers of former Lebanese Prime Minister Rafiq Hariri.

Assaad Halim Hardan, Wi’am Wahhab and Hafiz Makhluf were designated pursuant to Executive Order (E.O.) 13441, signed by President George W. Bush on August 1, 2007. E.O. 13441 blocks the property of persons undermining the sovereignty of Lebanon or its democratic processes and institutions.

Muhammad Nasif Khayrbik was designated pursuant to E.O. 13338, which is aimed at individuals and entities contributing to the Government of Syria’s problematic behavior. President Bush signed E.O. 13338 on May 11, 2004 in response to the Syrian government’s continued support of international terrorism, sustained occupation of Lebanon, pursuit of weapons of mass destruction and missile programs, and undermining of U.S. and international efforts in Iraq.

Today’s designations freeze any assets the designees may have located in the United States, and prohibit U.S. persons from engaging in transactions with these individuals.

In early 2006, Khayrbik coordinated Syrian and Hizballah positions during regular meetings with Hassan Nasrallah, the Secretary General of the Lebanese Hizballah.

Khayrbik has long served the Syrian regime, having served as a close advisor to former President Hafiz al-Asad. In mid-1999, President Hafiz al-Asad appointed Khayrbik as the deputy director of the Syrian General Intelligence Directorate (GID), a position he served in until February 2006.

Eight Victorian teenage boys who took part in the filming of a sexual assault on a 17-year-old girl have avoided youth detention.

The girl was filmed performing oral sex on two boys, had her hair set alight, was spat at and urinated on during the incident at a park at Werribee, in Melbourne’s outer-west, in June last year.

At a Children’s Court on Monday, a judge told the boys they treated the victim in a cruel and callous manner and described their behaviour as cowardly and brutal.

“It was a sustained attack by a pack of young men upon a vulnerable young woman,” he said.

He ordered all the boys - aged between 15 and 17 at the time of offending - to participate in a rehabilitation program for male adolescents about positive sexuality.

All except one of the boys had convictions recorded against them. The judge placed six of the boys on youth supervision orders for between 12 and 18 months and two of the boys were placed on probation for 12 months.

He said that if it was not for their guilty pleas and willingness to participate in rehabilitation they would have been at “significant risk” of serving time in youth detention.

Each of the boys had previously pleaded guilty to procuring sexual penetration by intimidation, making child pornography and assault.

The judge said he also took into account they had no prior convictions and their youth.

A DVD of the attack - which was titled ‘C**t the Movie’ - was distributed throughout the community, the court heard.

The 16-year-old who filmed the DVD and the two youths - both 17 - who were involved in the sexual assault each received 18-month youth supervision orders and had convictions recorded against them.

A 16-year-old boy was the only youth to avoid a conviction and was placed on a 12-month probation order after the judge found he did not directly engage in the sexual or physical assaults and had good insight into his offending.

The judge said the victim had organised to meet two of the boys at a Werribee train station on the day of the attack and had no idea a group of at least 11 boys was meeting her there.

He said the girl sustained significant emotional and psychological trauma from the incident and this was compounded by the filming and distribution of the DVD.

The judge said placing the boys in a rehabilitation program was not the “easy option”.

He said the program would involve the boys and their families engaging in individually tailored treatment over about nine months.

The program was very successful in protecting the community, changing sexual offenders’ attitudes and behaviour and ensuring they did not reoffend, he said.

The maximum penalty for the offences is three years in youth detention.

No parties involved in a Children’s Court hearing can be identified.

Abdullahu admits supplying guns and ammunition to illegal aliens involved in plot to attack Fort Dix

CAMDEN, N.J. - Agron Abdullahu pleaded guilty today to conspiring to provide firearms and ammunition to illegal aliens who allegedly plotted to kill U.S. soldiers at various installations, including the Fort Dix Army base in New Jersey, U.S. Attorney Christopher J. Christie announced.

Abdullahu, 25, of Buena Vista Township in Atlantic County, N.J., pleaded guilty before U.S. District Judge Robert B. Kugler to a one-count Superseding Information. Judge Kugler continued the defendant’s detention and scheduled sentencing for Feb. 6.

Abdullahu was arrested on May 7, 2007, along with five others - three of them brothers - and charged in an alleged plot to kill as many soldiers as possible. At that time, Abdullahu was charged with aiding and abetting the illegal possession of firearms by illegal aliens.

At his plea hearing, Abdullahu admitted that from Jan. 3, 2006, to May 7, 2007, he and Serdar Tatar, 23, of Philadelphia, provided firearms to brothers Eljvir Duka, 24, Dritan Duka, 28, and Shain Duka, 26, who Abdullahu knew were illegal aliens. (All of the Duka brothers are from Cherry Hill, N.J.)

The charge Abdullahu pleaded guilty to is a criminal immigration violation that is enforced by U.S. Immigration and Customs Enforcement (ICE). “The guilty plea in this case is very gratifying, and a testament to the close cooperation between all of the federal and state and local law enforcement agencies involved in this investigation,” said John P. Kellegan, special agent in charge of the ICE office of investigations in Philadelphia.

Abdullahu admitted that on at least two occasions he provided the Dukas and others with firearms and ammunition for them to possess and use at a firing range in Gouldsboro, Pa. In January 2006, Abdullahu provided a Beretta pistol and the Yugoslavian semiautomatic rifle to the Dukas for their use at a firing range in Gouldsboro, he admitted. During the week of Jan. 3, 2006, while in Gouldsboro, Tartar provided the Dukas and others with his Beretta CX4 Storm 9-millimeter- caliber rifle and a newly purchased Mossberg 12-gauge shotgun for use at a firing range, Abdullahu admitted.

According to the Superseding Information, in August 2006, Tatar transferred ownership of his two guns to an individual identified only as Individual #1, who kept the firearms at his residence in Philadelphia.

On Jan. 31, 2007, Abdullahu and Shain Duka took possession of the shotgun and the Beretta rifle from Individual #1, Abdullahu admitted. On that same day, Abdullahu brought the shotgun and Beretta rifle to Eljvir Duka and Dritan Duka for the Dukas to use at the firing range in Gouldsboro, he admitted. On Feb. 1, 2007, Abdullahu brought the Beretta pistol and Yugoslavian semiautomatic rifle to the Dukas for use at the firing range, he admitted.

Abdullahu also admitted that he purchased approximately 2,500 rounds of ammunition to be used by the Dukas and others. In early February 2007, after having used the four firearms at the firing range in Gouldsboro, the Dukas returned the firearms to Abdullahu, he admitted. Abdullahu kept those firearms at his residence in Atlantic County until they were seized by federal agents.

The trial for the Dukas, Tatar and Mohamad Ibrahim Shnewer, 22, of Cherry Hill, on the five-count Indictment returned on June 5, 2007, is scheduled before Judge Kugler on Jan 15, 2008.

The charge of conspiracy to possess firearms and ammunition by illegal aliens carries a maximum penalty of 5 years in prison and a fine of $250,000.

In determining an actual sentence, Judge Kugler will consult the advisory U.S. Sentencing Guidelines, which provide appropriate sentencing ranges that take into account the severity and characteristics of the offense, the defendant’s criminal history, if any, and other factors. The judge, however, is not bound by those guidelines in determining a sentence.

Parole has been abolished in the federal system. Defendants who are given custodial terms must serve nearly all that time.

Christie credited Special Agents of the FBI’s Philadelphia Division and the FBI South Jersey Joint Terrorism Task Force, under the direction of Special Agent in Charge J.P. Weis, in Philadelphia, for investigation of the case.

Christie and Weis also thanked investigators with member agencies of the FBI South Jersey JTTF, which is comprised of the Camden County Prosecutor’s Office, under the direction of the Acting Prosecutor Joshua M. Ottenberg, N.J. State Police, under the direction of Col. Joseph “Rick” Fuentes, Superintendent, the Delaware River Port Authority Police, under the direction of Chief Vincent Borrelli, John P. Kellegan, special agent in charge of the ICE office of investigations in Philadelphia. The government is represented by Deputy U.S. Attorney William E Fitzpatrick and Assistant U.S. Attorney Michael A. Hammer, Jr.
