5 charged for ‘war games’ with explosives

CANTON (AP) — Five young men were arrested on a warehouse roof and accused of playing war games with pellet guns and explosives, police said.
The youths were arrested Saturday night after an employee of the railroad company that owns the warehouse heard noises.
The explosive items were hollowed-out hand-grenade bodies that had been refilled with a form of pelletized gunpowder. The group might have detonated one earlier at another location, detective Sgt. Mark Kandel said. No one was injured.
The youths, ages 16 to 19, were charged with criminal trespass and illegally making or possessing explosives. The explosives charge is a second-degree felony punishable by up to eight years in prison.
The 19-year-old was released from jail after posting bail, and three of the four boys were released to their parents’ custody, Kandel said.

Halt US aid, bin Laden urges Europe

Osama bin Laden, the leader of al-Qaeda, has called on Europeans to stop their political leaders helping the US in the Afghan war. "It would be better for you if you [restrained] your politicians who flock to the White House and worked actively to end the wrong done to the oppressed," he said in an audio tape aired on Thursday.
"You [Europeans] become followers to America and that is why no US soldier has been put on trial before European courts," he said. He continued: "I remind you that the American tide is receding ... and that US troops will go home beyond the Atlantic to leave neighbours to settle their problems. "Involved in this war, you did not abide by ethics of war as most of the war victims were women, children and civilians."
Europe 'follows' US
"I am responsible" for the attacks on New York and Washington on September 11, 2001," bin Laden continued. The US had "insisted on invading" Afghanistan even though it knew Afghanistan was not behind the attacks, and added that "Europe walked behind it," he said.
Nazanine Moshiri, Al Jazeera's correspondent in Afghanistan, said the country's government rejected bin Laden's statement. "The Afghan government's response to this is that Osama bin Laden has no right to tell a sovereign country like Afghanistan what it should do or what its people should do," she said.
"The national security adviser spokesperson told me that the Afghan people chose to have the international community here. "The government says it is al-Qaeda terrorists and the Taliban that are killing civilians and troops... the government's comments will please Nato."

At a news conference held in Bratislava, Slovak deputy police president Michal Kopcik revealed that the radioactive uranium had been in powder form, making it all the more dangerous.

The prospective buyers of the radioactive material were not arrested as the seizure was made before the transaction took place. Police officials have not said who the buyers were.
The Slovak authorities have not yet disclosed how enriched the uranium was, but the kind of money allegedly being demanded for the material has raised suspicions that it is relatively high-grade.
I am sure Osama is not happy that the U.S. has the

Sites set up after 9/11 had no guidelines

WASHINGTON - Local intelligence-sharing centers set up after the Sept. 11, 2001, attacks have had their antiterrorism mission diluted by a focus on run-of-the-mill street crime and hazards such as hurricanes, a government report concludes. Of 43 "fusion centers," only two focus exclusively on preventing terrorism, the Government Accountability Office found in a national survey obtained by the Associated Press. Center directors complain that they were hampered by lack of guidance from Washington and they were flooded by often redundant information from multiple computer systems.
The original concept behind fusion centers was to coordinate the resources, expertise, and information of intelligence agencies so the country could detect and prevent terrorist acts. The concept has been widely embraced, particularly by the Sept. 11 commission, and the federal government has provided $130 million to help get them off the ground. But until recently, there were no guidelines for setting up the centers and as a result, the information shared and how it is used varies.
Centers in Kansas and Rhode Island are the only two focused solely on counterterrorism. Other centers focus on all crimes, including drugs and gangs, said the GAO, Congress' investigative and auditing arm. Washington state's fusion center, for instance, has an all-hazards mission so it can focus on natural disasters and public health epidemics in addition to terrorism.
"States are at different levels because there wasn't the preconceived game plan on how to do this," said George Foresman, a former undersecretary at the Homeland Security Department who oversaw the awarding of startup money for many of the centers.

Powdered form...thinking that would be more for a dirty bomb?
It would be more dispersable in that form, but I think that after enrichment, it is initially in a fine grained form prior to processing into rods.
