U.S. to Offer Turkey Help on PKK

The U.S. is to offer Turkey a package of measures to dissuade Ankara from mounting a large-scale military incursion into Iraq to attack PKK Kurdish guerrillas, who have killed scores of Turkish soldiers in recent weeks.

Ahead of a meeting in Washington on Monday between President George W. Bush and Recep Tayyip Erdogan, Turkey’s prime minister, U.S. officials said Ankara would have to get concrete American help to combat the PKK, which has bases in northern Iraq from where it frequently launches attacks into Turkey.

“Erdogan has to go back with the belief that for whatever reason, the U.S. is serious” about tackling Turkey’s concerns regarding the PKK, said Matthew Bryza, deputy assistant secretary at the U.S. state department responsible for Turkey policy. Full story...

Treasury Targets Criminal and Financial Network of
Southwest Asian Drug Kingpin

Washington, DC—The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) today announced the designation of 9 individuals and 13 entities associated with Pakistani drug kingpin Shahbaz Khan. Shahbaz Khan was designated as a significant foreign narcotics trafficker by President Bush on June 1, 2007 pursuant to the Foreign Narcotics Kingpin Designation Act (”Kingpin Act”). Shahbaz Khan is currently serving a life sentence in the United Arab Emirates for drug trafficking and an additional five years for money laundering. This is the first derivative designation by OFAC against the criminal and financial network of a designated drug kingpin in the Southwest Asia/Middle East region.

“Today’s action exposes the international criminal and financial network of a lethal drug kingpin in Southwest Asia,” said Adam Szubin, Director of OFAC. “We will continue to work with the international community to identify the financial networks of drug kingpins worldwide and disrupt the flow of their illicit monies through the financial system.”

Szubin added, “OFAC commends the efforts of UAE authorities to investigate, prosecute and dismantle the drug trafficking organization of Shahbaz Khan.”

The individuals designated by OFAC today include key criminal associates of Shahbaz Khan who are also in jail in the United Arab Emirates (UAE) for their participation in his drug trafficking activities. Amir Azam, a British national, is serving a life sentence in the UAE for drug trafficking and five years for money laundering. Ahmad Abdulla Mohammad Abdulla Behzad (UAE), Waseem Rauf Loan (Pakistan), Mohammad Nadeem Ghani (United Kingdom) and Tom Michielsen (Belgium) are each serving ten year sentences for drug trafficking. Waseem Rauf Loan, Mohammad Nadeem Ghani and Tom Michielsen face an additional five year sentence for money laundering. Sherbaz Khan (Pakistan), the son of Shahbaz Khan, is a key lieutenant in his father’s drug trafficking organization and manages Shahbaz Khan’s financial network in Pakistan.

OFAC also targeted 13 companies which comprise an international financial network for Shahbaz Khan and his associates. These companies are located in the UAE (5), Pakistan (4), Spain (1), Germany (1), the Netherlands (1) and Belgium (1). These front companies are involved in the following trade areas: electronics and home appliances, general household merchandise, import/export, flowers and plants, and automotive parts and vehicles. Designated drug kingpin Shahbaz Khan and his partner Waseem Rauf Loan were able to incorporate their companies in the UAE through the use of Ahmad Abdulla Mohammad Abdulla Behzad, who acted as the local sponsor which is required under UAE law in order for a foreign national to incorporate in the UAE.

This action is part of an ongoing U.S. government effort under the Kingpin Act to use financial measures against foreign drug kingpins. This OFAC action would not have been possible without key support from the U.S. Drug Enforcement Administration and UAE authorities, including several UAE police departments.

The designation blocks any assets of the 22 designees found within U.S. jurisdiction and prohibits U.S. persons from conducting financial or commercial transactions with these individuals. More than 300 businesses and individuals associated with 68 drug kingpins named by the President have been designated by OFAC pursuant to the Kingpin Act since June 2000. Penalties for violations of the Kingpin Act range from civil penalties of up to $1,075,000 per violation to more severe criminal penalties. Criminal penalties for corporate officers may include up to 30 years in prison and fines of up to $5,000,000. Criminal fines for corporations may reach $10,000,000. Other individuals face up to 10 years in prison for criminal violations of the Kingpin Act and fines pursuant to Title 18 of the United States Code.

“Fort plot ‘not valid or credible’”

ARTICLE SNIPPET: “FORT HUACHUCA — A federal report in May that this Southern Arizona Army post may be the target of Middle Easterners who were smuggled into the United States from Mexico is “not valid or credible,” a FBI spokesman said Monday.

While an agency report has been leaked to some members of the media, it does not mean the document contains vetted and true information, Special Agent Richard Kolko said.

“The FBI receives thousands of raw unvetted information,” he said.

When unconfirmed information is received, which in this case involved the Drug Enforcement Administration, it must be passed along to all agencies that may be impacted while an investigation continues, said Kolko, who works at FBI headquarters in Washington, D.C.

Since the terrorist attacks on the United States on Sept. 11, 2001, the FBI has been involved in investigating untold thousands of reports, and those reports are provided to others so they can take whatever action they deem necessary while investigations continue, he said.

Fort officials did do some additional security measures, which were not releasable to the public, post spokesman Lt. Col. Matt Garner said Monday.

“It was a threat in May, but nothing came of it,” he said.”

The following is a summary of the daily reports broadcast by the IMB’s Piracy Reporting Centre to ships in Atlantic, Indian and Pacific Ocean Regions on the SafetyNET service of Inmarsat-C from 20 to 26 November 2007.

Chittagong anchorage, Bangladesh
The number of attacks has reduced since 2006. However, the area is still listed as a high risk area and mariners are advised to be cautious especially while approaching the anchorage and while at anchor at Chittagong

24.11.2007: 0345 LT: 06:17.8S – 003:21.2E, Lagos anchorage, Nigeria.
Four armed robbers in a small wooden boat boarded a container ship from aft.
They stole ship’s store and escaped. No injuries to crew.

21.11.2007: 0212 LT: 06:12N-003:18E (15 miles from shore), Lagos, Nigeria.
Five pirates armed with knives boarded a tanker drifting around 15 nm from shore. Duty crew spotted the pirates and informed the duty officer. Alarm raised and crew mustered. Pirates escaped with ship stores

01.11.2007: 0830 LT: Corentyne coast, Guyana.
Masked pirates armed with guns attacked a Guyanese fishing boat. The pirates stole the boats engines and equipment and then ordered the fishermen to board their craft and pilot their craft while they raided other boats. Later , the fishermen were taken to neighboring Suriname where they were left with the boat. The fishermen managed to return home after two days and report to the coast guard and police.

03.10.2007: 0700 LT: Bonny channel, Nigeria.
Pirates armed with guns and hiding in a mangrove swamp ambushed a passenger vessel during it’s passage to bonny town. It is suspected some of the pirates could have mingled among the passengers and boarded the vessel at the jetty at Port Harcourt. The pirates waited at the midway point and attacked the vessel when signaled. The pirates stole passenger valuables. Pirates fired a volley of shots into the air before escaping. Injured passengers received medical treatment ashore.

06.11.2007: Point Cruz, Solomon Islands.
Armed pirates boarded a fishing vessel at anchor. They stole crew personal belongings, cash money and ship’s properties.

08.10.2007: Panaji, off the Yermal coast in Udupi: Karnataka: India.
Pirates in canoes boarded a vessel carrying scientists on a
Marine research project. After a brief struggle with the scientists, the pirates took the scientific instruments. It is unclear if the instruments were thrown into the water or stolen. The scientists are reported to be safe.

SEOUL, South Korea (AP) — An exploding mobile phone battery apparently killed a South Korean man in the first such known case in this gadget-obsessed country, police say.

The man, identified only by his family name Suh, was found dead at his workplace in a quarry Wednesday morning and his mobile phone battery was melted in his shirt pocket, a police official in Cheongwon, 135 kilometers (85 miles) south of Seoul, told The Associated Press.

LG Electronics confirmed its product was involved in the accident but said such a battery explosion and death was virtually impossible.

Police arrest 3; seize radioactive material in Slovakia

BRATISLAVA, Slovakia (AP) - Police in Slovakia say they have arrested three people for trying to sell more than two pounds of an unspecified radioactive material.

A police spokesman says specialists are examining the radioactive material. He says the three suspects were trying to sell it four $1 million.

Police say Slovak and Hungarian police have been working together on the case for several months.
