U.S. to Offer Turkey Help on PKK

The U.S. is to offer Turkey a package of measures to dissuade Ankara from mounting a large-scale military incursion into Iraq to attack PKK Kurdish guerrillas, who have killed scores of Turkish soldiers in recent weeks.

Ahead of a meeting in Washington on Monday between President George W. Bush and Recep Tayyip Erdogan, Turkey’s prime minister, U.S. officials said Ankara would have to get concrete American help to combat the PKK, which has bases in northern Iraq from where it frequently launches attacks into Turkey.

“Erdogan has to go back with the belief that for whatever reason, the U.S. is serious” about tackling Turkey’s concerns regarding the PKK, said Matthew Bryza, deputy assistant secretary at the U.S. state department responsible for Turkey policy. Full story...

11-21) 14:36 PST KNIGHTSEN - Authorities are clearing a one-mile radius around a trailer in the Knightsen area of eastern Contra Costa County after a man returned to his motor home today and found dynamite in the vehicle.

The Contra Costa County Sheriff’s Department is “playing it safe” and decided to clear a one-mile area around the trailer, said spokesman Jimmy Lee. The motor home is located on Broadway Street, he said.

Residents are being asked to go to Delta Vista Middle School and stay there until the explosives are deemed safe. They should bring their pets. If residents cannot walk or drive to the school, they should immediately call 911, authorities said. The Sheriff’s Department is asking all other residents to stay off their phones.

The evacuation order was issued around 2:20 p.m. and applies to anyone within a mile of the trailer.

Lee said the unidentified man returned to his motor home this afternoon after a week away and found an unspecified amount of dynamite inside.

The bomb squad is on scene, Lee added.

Coalition Troops Kill 4 Terrorists, Detain 4 in Iraq

WASHINGTON, Nov. 21, 2007 – Coalition forces killed four terrorists and captured four suspects during operations targeting al Qaeda in Iraq leaders conducted in central and northern Iraq today, officials reported.

Coalition forces killed four terrorists during operations north of Hawija. As the ground forces approached the target area, they called for the building’s occupants to come out, but they did not comply. The individuals were armed and attempted to fire on coalition forces. Perceiving hostile intent, the ground force engaged, killing four terrorists, including two wanted individuals. Reports indicate that an al Qaeda leader in Kirkuk and a car-bombing kingpin were among the terrorists killed.

During anti-insurgent operations west of Kirkuk today, coalition forces captured a wanted individual while targeting weapons and foreign facilitators. The wanted individual was associated with acquiring weapons and materials for attacks on coalition forces and smuggling foreign terrorists into the region. Coalition forces approached the target building and called for the building’s occupants to come out and they complied. The ground force detained four suspects without incident, including the wanted individual who identified himself to coalition forces.

Yesterday, coalition forces killed two wanted terrorists during operations south of Baghdad. Intelligence reports led coalition forces to the individuals’ location, and they called supporting aircraft to engage. An air strike killed the two terrorists, who were reported to be leaders in the Arab Jabour region and responsible for numerous attacks on coalition forces and maintaining weapons caches. During the operation, coalition forces detained six suspects and destroyed one vehicle.

“We’re bringing down al Qaeda’s networks across Iraq,” said Army Maj. Winfield Danielson, a Multinational Force Iraq spokesman. “Iraqi and coalition forces are working together to dismantle al Qaeda and protect the Iraqi people from their violence.”

In other news from Iraq, Iraqi security forces, assisted by coalition forces, detained 81 suspected extremists and confiscated several weapons caches in Diwaniyah during Operation Lion Pounce, Nov. 17 to 19.

Maj. Gen. Othman Ali Farhood, 8th Iraqi Army Division commander, outlined the successes of Lion Pounce in a news conference at Camp Echo on Nov. 19.

“The northeast quarters of Diwaniyah, where the operation was conducted, were under control of criminal and militant groups,” Farhood said. He added that no casualties or equipment damage had been associated with the operation to that point.

Polish Maj. Gen. Tadeusz Buk, Multinational Division Central South commander, said Operation Lion Pounce was the first large-scale operation led by an Iraqi army general who commanded not only army soldiers, but also Iraqi police units. “The results of the operation show that it was well-planned and prepared,” Buk said.

Sheikh Hussein al Bderi, chairman of the Provincial Security Committee, highlighted sound cooperation among local government officials, Iraqi security forces and coalition forces as key to the operation’s success. He added that new security stations will be built to maintain order and security in the region.

In Nov. 19 Iraq operations, Iraqi soldiers and U.S. Special Forces captured six extremists during a series of early morning raids. In Rahmaniya, Iraqi soldiers and U.S. troops conducted a cordon-and-search operation targeting five extremists believed to be part of an improvised-explosive-device and weapons-facilitation cell. Five extremists were detained during the raid. In a separate operation, the Hillah Special Weapons and Tactics team and U.S. Special Forces detained an extremist suspected of being part of a cell responsible for attacks on U.S. and Iraqi forces.

During operations Nov. 17-18:

— Iraqi and U.S. Special Forces troops captured seven extremists Nov. 18 during operations targeting illegal cells operating within Iraq. Five terrorist suspects were detained in an operation in the Samarra and Tikrit areas. Two more suspects were detained during other operations conducted near Diwaniyah.

— Acting on tips from Iraqi citizens, U.S. soldiers with the 4th Battalion, 64th Armored Regiment “Tuskers” and Iraqi volunteers working in the Saydiyah section of West Rashid seized several caches of weapons and explosives Nov. 18. The caches contained a complete 82 mm mortar system, more than 40 pounds of homemade explosives, and several AK-47 rifles and some pistols.

— U.S. troops captured two individuals and seized a cache of explosively formed penetrators, rockets and other munitions during operations in southern Baghdad Nov. 17. Soldiers from Company A, 1st Battalion, 28th Infantry Regiment “Black Lions,” 4th Infantry Brigade Combat Team, 1st Infantry Division, launched the operation after some individuals were spotted fleeing after a rocket attack in the Aamel neighborhood of West Rashid. The two suspects were tracked to a house and detained.

A search of the building revealed the cache. The cache contained six complete explosive-formed penetrators, three 107 mm Iranian-made rockets, more than 30 mortar rounds of various calibers, 12 57 mm projectiles and other explosives and bomb-making materials.

Thailand+ (AP) - BANGKOK, Nov. 21 (Kyodo)—Four local officials riding in a pickup truck were shot dead by suspected Muslim insurgents in Thailand’s restive southern province of Pattani on Wednesday, police said. According to police, the insurgents also hid an explosive device in the pickup and detonated it by remote control when police arrived on the scene, injuring two of them.

In neighboring Yala Province on Tuesday night, six people were wounded in a bomb attack at a restaurant, the Thai News Agency reported.

Witnesses were quoted as saying the suspected bomber posed as a customer and placed the bomb under a table. He is believed to have detonated the bomb by mobile phone after leaving the restaurant.

Tehran, 21 Nov. (AKI) – Iranian police responsible for moral crimes have announced death sentences for 50 people in the latest clampdown on what the authorities term as “immoral behaviour”.

“Fifty of the 3,400 people arrested for immorality in recent weeks, have been condemned to death,” said General Ahmad Roozbahani, who is in-charge of moral crimes.

While announcing that arrests would continue, the Iranian general said that 53 percent of those arrested were aged between 17 and 25 years.

He said 5 percent of those arrested in the moralisation campaign, which began in March, were minors under the age of 17.

The world should brace itself for high-profile plane hijackings as international terrorists implement a new set of deadly tactics, a French hostage rescue expert said yesterday. A senior member of France's elite counterterrorism and hostage rescue unit Lt Colonel Frederic Gallois said terrorists were set to move away from bombings, which had characterised their actions in recent years, in favour of taking planes full of hostages. However, any hopes that such a change in strategy could result in a lower death toll due to successful hostage negotiations were likely to be in vain, he said.

Lt Colonel Gallois revealed that the next generation of terrorists were likely to take inspiration from those who infamously stormed a school in Beslan by holding hostages, to raise fear and tension to high levels before executing them in front of a watching media. "Today we are witnessing the probable return of taking hostages and blackmail," he told delegates at the Middle East: Homeland and Global Security Forum.

He said hostage-taking, that was common in the 70s by groups with sympathies to the Palestinian cause, gradually gave way to the more murderous trend of destroying whole planes, which culminated in the 9/11 attacks. It was because hostage takers began to realise that such attacks generally ended in humiliation for the perpetrators - either through surrender or being thwarted by special forces.

However, now security experts were bracing themselves for a return to hostage taking by groups, which unlike the organisations in the 70s, had no specific political demands that could be met, and were more likely to ensure that such episodes ended in mass bloodshed. "The objective of the 9/11 attacks was clearly not to take hostages; but when we look at the taking of hostages in Russia, we see a pattern of blackmail for several days, raising the fear and tension of families and those watching through the media, and then ending in destruction, which is all filmed.

“Annapolis won’t save the Metropolis” (an apparent reference to Manhattan, New York) is the heading over the threat to attack the US, published Wednesday Nov. 21 on al Qaeda’s main web sites, DEBKAfile’s counter-terror sources report. Sites in Gaza linked to al Qaeda warned Tuesday night, Nov. 20, that a cell is already inside Israel and primed for mass attacks.

Our sources report that Israeli security chiefs initially made light of the warning – until the threat against the United States appeared 24 hours later. The two warnings were clearly coordinated.

“A soldier in the Army for the Destruction of the Metropolis” signs the ten-page issue addressed to the United States. They lead off with a large photo of the second airliner to strike the New York Trade Center on Sept. 11, followed by an illustration of the crumbling “Tower of Babel.”

The writers pronounce the Annapolis conference an act of betrayal by Palestinian leaders Abu Mazen and Mohammed Dahlan, then ask caustically, “How is winter in Afghanistan going for the Americans? This is a reference to the escalation of al Qaeda attacks on US forces in Afghanistan. “Make no mistake,” the bulletin continues. “The Metropolis is the target of our next attack.”

“To this day, the United States does not understand how the Tower of the Metropolis collapsed or how the Tower of Babel was destroyed. They think it was an act of terror but it was really a divine act of grace for the Muslims.”

DEBKAfile’s sources disclose that the message from Gaza claims for the first time that al Qaeda has planted cells inside Israel, which include American and Australian operatives, some of whom are Hebrew-speakers. They are described as trained in the use of all kinds of explosives and under orders to execute attacks that will be attributed to Palestinians on the eve of the conference in Maryland.
