Not hire Pedro and Juan? If Pedro and Juan have managed to fool mom and pop and have mastered good English skills, then it has already begun to work because Pedro and Juan are assimilating. Let's face facts, there are millions that can't speak a word of English that mom and pop know exactly what they are doing by hiring them and paying them under the table.
Employers have to do that now. When a person is employed they have give their social security number for tax purposes. Employers also have to verify that the person is of legal age to work in that state.

My "solution" to Amnesty is either (a) do nothing and retain the status quo rather than pass a bill which is destructive to America, and adds 15 to 50 million new permanent residents to our country; or (b) make the program conform to George Bush's temporary status of 2004, rather than the quasi-Permanent Residence status it is presently granted (to wit, "temporary worker" means "temporary worker", and not "permanent worker with a Z1 visa"):
"The legal status granted by this program will last three years and will be renewable -- but it will have an end... There must be strong workplace enforcement with tough penalties for anyone, for any employer violating these laws.... This program expects temporary workers to return permanently to their home countries after their period of work in the United States has expired.... I oppose amnesty, placing undocumented workers on the automatic path to citizenship. Granting amnesty encourages the violation of our laws, and perpetuates illegal immigration. America is a welcoming country, but citizenship must not be the automatic reward for violating the laws of America."

They have an excuse for that, it's to prevent applicants from being scared and not applying to "come out of the shadows" (literally what they say www.whitehouse.gov).
Regardless, there's no check on home country criminal records.

The fact of the matter is that the next congress is free to do anything they want regarding immigration - what this congress passes doesn't matter.
In fact, the most likely course of events if this law should pass is that the next congress would eliminate all of the enforcement benchmarks and add to the "family unification" clauses.
Can we know agree that "pass it now or the next congress will do worse" argument is an fallacy and should be dropped from future discussion?
Most people call the illegals “criminals”. Crossing the border is only a misdemeanor, mostly paid for in fines, generally punishable by less than a year in jail. The real crime is the people hiring them and harboring them. That is a felony. That’s where the focus should be. The real criminals are the Americans! And of course ALL violent criminals, drug smuggling, etc. should be sent back without question. It will be very difficult to track any of them however without a bill registering all of them and documenting there where abouts.
What these people are being asked to pay is way more than most misdemeanors require. Calling this amnesty is just incorrect.

I'm using the Republican version, can't find the "official" version of 1150 on thomas.loc.gov.
"Renewal. Z visa holders must prove continuing employment (if older than 16) (Section 601(m)), and if older than 18, take the naturalization exam (civics and English) at the first renewal. Before the second renewal, the Z visa holder must pass the exam."
However you are correct that anyone applying for N-400 naturalized citizenship must take and pass an English test (except those over 60 IIRC).

If employers can't be blamed, then the guys issuing the phoney SS#s have to be made an example of. Make it a HIGH priority to catch the guys giving out these SS#s and put them on the news doing their perp walk to jail for 10 years.
What makes you think that any illegal alien will "register" so that they may be tracked to start with?! Are you counting on their good will and benevolent nature? If so, we would already know who and where they are!

The moment it's signed, the concept of "illegal alien" no longer applies. They cannot be apprehended, and any formerly illegal alien appearing in immigration court cannot be prosecuted (the crime ceases to exist), and the judge must be offer Z visa status.
Rescinding a crime (illegal entry) for a class of offenders (illegal aliens) is the exact and precise LEGAL definition of "amnesty".
The actual violent criminals will never register and will have to be apprehended.

Exactly, the onus is then placed on the USG to prove why the illegal cannot stay in the US. It is amnesty no matter how you try to parse the definition.

Criminals pay fines and criminals go to jail. That's why they are called criminals.

With a stroke of a pen, they change from being "illegal" to being "legal." They are only "asked" to pay fines if they want to become citizens. If they don't pay the fine they are still "legal" and stay forever, for free. NO fines. NO penalties. NO deportation. NO jail.
Denying that it is amnesty is incorrect and insulting.
