It will be very difficult to track any of them however without a bill registering all of them and documenting there where abouts.
How is a bill going to track them when the bills passed in the past haven't tracked them?

What makes you think that any illegal alien will "register" so that they may be tracked to start with?! Are you counting on their good will and benevolent nature? If so, we would already know who and where they are!

Yes, I think many if not most “illegals” however would like to come out of the shadows, and stop being treated like monsters.
