The Bush administration insisted on a little-noticed change in the bipartisan Senate immigration bill that would enable 12 million undocumented residents to avoid paying back taxes or associated fines to the Internal Revenue Service, officials said.
An independent analyst estimated the decision could cost the IRS tens of billions of dollars.
A provision requiring payment of back taxes had been in the initial version of a bill proposed by Senator Edward M. Kennedy, the Massachusetts Democrat. But the administration called for the provision to be removed due to concern that it would be too difficult to figure out which illegal immigrants owed back taxes...
"It is important that the reformed immigration system is workable and cost efficient," Stanzel said. "Determining the past tax liability would have been very difficult and costly and extremely time consuming."...
Laura Capps, a spokeswoman for Kennedy, said a provision for requiring back taxes was in Kennedy's original bill and that Chertoff called for it to be removed. "Chertoff thought it would be too challenging to accurately determine the amount of an applicant's back taxes," she said.
Administration officials said many illegal immigrants do not get paychecks that can be audited, making it difficult to determine tax liability.

The Bible has something to say, about selling one's birthright for a mess of pottage. Your wife is to be commended. She is an American through and through now, and toiled to become one and to thrive. Her efforts are being sorely devalued by this bill.
Hmmm.... Secret closed door negotiations. Reid tries to push the bill quickly. Anyone who criticizes it can be shouted down because “He didn’t read the actual bill.” Trust us. We’re not trying to pull a fast one.
That's for sure.
I don't know why they can't use the same tactic they use with law-abiding citizens: "We say this is what you owe, now kill yourself proving you don't. While you're doing that, by the way, the clock is ticking on interest and penalties."
This is complete BS.
For this do we get 40% more land? 40% more tax revenue?
No, we get 120 million pardoned criminals with no reason to respect the law.
“My wife is from Mexico. She came here legally....She is mad as hell about this bill”
God Bless your wife...
I’m a naturalized American citizen who came here as an immigrant also..
I know how she feels...
It’s like the proud day of my naturalization ceremony was a farse and the document not worth anything...
Millions of us feel the same but few are ever interviewed...
We have no voice while illegal aliens are called “immigrants” and supposed speak for all...
Meanwhile, an illegal here during the same time and paid under the table hasn't paid jack.
And he gets that tax liability erased by simply paying a $5,000 fine.
But this ain't amnesty.
Yeah, it ain't amnesty. It's a travesty. And we need to hit this point HARD to sink the bill - it will OUTRAGE taxpaying Americans once it is presented to them this way.
If we cannot take it back, we leave it. If the leadership of the party is cutting deals with Democrats to hamstring conservatives, let THEM join the Dems.
The analysts are wrong. It's not going to cost the IRS one red cent. That's because the IRS is a government agency that strikes fear in the hearts of TAX PAYING AMERICAN CITIZENS AND LEGAL IMMIGRANTS when they collect the taxes.
It's going to cost the TAXPAYERS tens of billions of dollars!

Still think this is a “democrat” plan?
Insert early scene from "The Jerk" (Steve Martin) when Navin's Daddy is imparting some wisdom to his son.
Son, that is a pile of s*it and this is a can of Shinola. Got it?
Yeah, Dad,
S*it.
Shinola.
SPLAT! (steps in it)
If this Bill passes, I'm done with voting...PERIOD! I'll let the newly legalized illegals do the voting job that I, as an American-born citizen won't be doing.
“What other nation provides its village idiots with high ranking government jobs?”
Bush wanted James Carville but he declined so he got his closest look-a-like.
How dumb! What connection do you think GWB has with the GOP?
Isn't that what the IRS is for?
“either a liar or a Senate Staff lawyer.”
Isn’t that redundant?
I think that I finally understand why that a$$hat senator Spector is so keen on getting the SCOTUS to base their rulings on the laws of OTHER nations...
Because he’s one of those leading the charge to remove the United States of America as an independent, but more importantly, a unique and free nation.
Get ready for a whole bunch of new, draconian gun control laws to be passed in the next 5 to 10 years if this goes through... Once the government sees what they’ve wrought, then like Mexico, they’ll realize that they’ve “killed the goose that lays the golden egg” and there will be a huge, angry, underclass. The only problem is that there won’t be any “relief valve” to the pressure (the way the US is now for Mexico).
There won’t be any choice but for the government to use the military to keep the population in line, and it just won’t happen if the population is armed.

All I've been able to figure is that the mexican government has photos of him participating in a "donkey show."

I understand your approach and think it's the wrong one. We don't leave the party because that is not a viable alternative politically and everyone knows it. We are basically in a two-party system where voters overwhelming vote for either of those two parties. Leaving the Republican party is a losing proposition. We have to fight to regain influence over the party. The question is our stategy.
These moderates are cooking up formulas, knowingly or not, to destroy the basic foundation of this great country. WE HAVE TO FIGHT!! Our own worst enemy right now is not the DBM/dems, but the moderates and rinos!
Have you seen the bill?
