Santorum, known nationally for his social conservatism, says Giuliani does a good job of reminding people how he governed as a conservative on crime, welfare and taxes in New York City.
Santorum also believes Giuliani has scored points on social issues with his comments about judges and Supreme Court justices.
"Rudy understands that, on those issues, the courts are where conservatives have been losing the battle," he says. "If he is going to be appointing judges in the Scalia-Thomas (mold), then he is sending a very positive message to conservatives that he understands the importance of having the Constitution interpreted for what it says and not for what people want it to be."
Speaking recently to members of the Hoover Institution here, Giuliani explained his positions on tax simplification, entitlement reform and school choice.
Later he told me how important it is that his campaign be idea-driven.
"When I speak, I try as best as I can to explain my ideas of governing," he said.

The vast unwashed electorate tends to support the name they've heard most often.
I disagree with many of Rudy's stands on social issues, but he has achieved so much and is such a great leader, I could be persuaded to support him.
So Santorum is willing to throw gun rights and other issues under the bus just to win in '08 ? Surely we can do better .
Rudy got his lead because it was given to him, he hasn't earned it.
I'd wager that Santorum has already committed to endorsing Rudy...they're just waiting for the best time to roll it out..
Rudy got his lead because McCain imploded.
Big, honking IF there, Rick, and no accountability if he decides to appoint anti-Thomases.
But the popular kids like Rudy. You want to be like the popular kids don't you?
RUDY'S BAYOU BOOSTER REASSURES RIGHT
Vitter, a Louisiana Republican who opposes abortion, gay marriage and gun control, was introduced yesterday as Giuliani's Southern regional chairman and immediately assured conservatives that America's Mayor's isn't running "to advance any liberal social agenda."
Meanwhile, as Giuliani moved to lock up the GOP base, a new CNN/Opinion Research poll showed him opening a double-digit lead over chief rival John McCain.
The national survey of 401 Republicans found Giuliani pulling in 34 percent, compared to the slumping Arizona senator's 18 percent. Ex-Massachusetts Gov. Mitt Romney and ex-House Speaker Newt Gingrich each checked in at 9 percent.
The low-profile Vitter is Giuliani's first major backer from south of the Mason-Dixon Line, where Giuliani's moderate brand of Republicanism traditionally doesn't hunt.
But Vitter said the leadership Giuliani displayed on 9/11 trumped any social shortcomings. That trait is one many Louisianans believe was lacking among state and federal officials during Hurricane Katrina.
"Rudy has the strong, unwavering leadership and sound judgment we need in this time of war and terrorist threat," Vitter said in a news conference in Washington

He purchased "liberal offsets"
Big trouble for our Second Amendment rights. Rudy gets the nod . In Rudy's anti-gun lust, he sued gun makers and distributors, as i'm sure you are well aware of .
We lost a pro-gun friend in Santorum though .
Rudy got another conservative endorsement, Rick Santorum, not known for being a RINO.
Name recognition. Period.
Santorum is supporting Rudy.
You're exactly right . He has picked up McPain's leftovers who "just want to win" . The base will not tolerate this for long .
The Bush Administration's misrepresentation of conservatism?
Giuliani, as president, can nominate but he cannot successfully appoint conservative or strict constructionist judges. His nominations for judges at any level will not get through a Democrat Senate that is determined to get control of the courts if they can't get the presidency to go with the Democrat Congress. Giuliani will thus make very good first nominations, knowing they cannot be confirmed, then will substitute second nominees that will get confirmed. At the very best and with the Senate not paying attention that will get more Souters on the bench. A slightly less rosy and probably more realistic situation is that after first nominees fail, Mr. G gets cronies and some less obvious lefties appointed so as not to leave federal and USSC seats empty. Remember his offering for the Homeland Security post!
