My bet is that we pay roughly a third of her bill.
Her bills are probably being paid out of some nonprofit organization. Contributions to these groups are probably tax exempt so, in effect, we are paying a portion of these bills.

It's been almost 10 years since I left Korea, but if my memory serves me correctly, I'd be willing to bet these "houses" were the splinter shacks built directly against the perimiter wall at Camp Humphreys in Pyongtaek...
She looks extremely and severely depressed. I know what she is, but I can't help to feel very, very sorry for her.
