Normally I would say you are right, but Kerry was the 2004 Dem nominee, and he is going around the country acting like the senior Democratic statesman.

And that is the beauty of it. As the 2004 nominee he will attract attention, and he has just done something incredibly stupid. Can you think of anyone else in the entire Democratic party less capable of explaining his way out of the situation than John Kerry? The man is a goofball. A complete idiot. am not all to sure this is a good idea. It will be interesting to see how he responds to this. He often takes the more honorable approach to things, I could see him accept the non apology.
