MAD doesn't work here. The NK threat is not that they will use their weapon - it is that they will sell it. NK has no means to deliver its weapon. Islamic terrorists drenched in oil dollars will.

I don't see the PRC getting that involved -- if they cared that much they could have put the screws on politically and economically before now. They should care enough to stop the Mad Troll of Pyongyang (if nothing else to prevent Japan and SK from going nuclear, as you note) but they have been remarkably cavalier about the whole issue.
