World Terrorism: News, History and Research Of A Changing World #5

"Global Trends 2015" Terrorism-Related Excerpts

--------------------------------------------------------------------------------

The following items are terrorism-related items from the National Intelligence Council's "Global Trends 2015: A Dialogue About the Future With Nongovernment Experts" report (December 2000).

Transnational Terrorism (page 50)

States with poor governance; ethnic, cultural, or religious tensions; weak economies; and porous borders will be prime breeding grounds for terrorism. In such states, domestic groups will challenge the entrenched government, and transnational networks seeking safehavens.

At the same time, the trend away from state-supported political terrorism and toward more diverse, free-wheeling, transnational networks—enabled by information technology—will continue. Some of the states that actively sponsor terrorism or terrorist groups today may decrease or even cease their support by 2015 as a result of regime changes, rapprochement with neighbors, or the conclusion that terrorism has become counterproductive. But weak states also could drift toward cooperation with terrorists, creating de facto new state supporters.

Between now and 2015 terrorist tactics will become increasingly sophisticated and designed to achieve mass casualties.

We expect the trend toward greater lethality in terrorist attacks to continue.

Reacting to US Military Superiority (page 56)

Experts agree that the United States, with its decisive edge in both information and weapons technology, will remain the dominant military power during the next 15 years. Further bolstering the strong position of the United States are its unparalleled economic power, its university system, and its investment in research and development—half of the total spent annually by the advanced industrial world. Many potential adversaries, as reflected in doctrinal writings and statements, see US military concepts, together with technology, as giving the United States the ability to expand its lead in conventional warfighting capabilities.

This perception among present and potential adversaries will continue to generate the pursuit of asymmetric capabilities against US forces and interests abroad as well as the territory of the United States. US opponents—state and such nonstate actors as drug lords, terrorists, and foreign insurgents—will not want to engage the US military on its terms. They will choose instead political and military strategies designed to dissuade the United States from using force, or, if the United States does use force, to exhaust American will, circumvent or minimize US strengths, and exploit perceived US weaknesses. Asymmetric challenges can arise across the spectrum of conflict that will confront US forces in a theater of operations or on US soil.

Threats to Critical Infrastructure.

Some potential adversaries will seek ways to threaten the US homeland. The US national infrastructure—communications, transportation, financial transactions, energy networks—is vulnerable to disruption by physical and electronic attack because of its interdependent nature and by cyber attacks because of their dependence on computer networks. Foreign governments and groups will seek to exploit such vulnerabilities using conventional munitions, information operations, and even WMD.

Terrorism.

Much of the terrorism noted earlier will be directed at the United States and its overseas interests. Most anti-US terrorism will be based on perceived ethnic, religious or cultural grievances. Terrorist groups will continue to find ways to attack US military and diplomatic facilities abroad. Such attacks are likely to expand increasingly to include US companies and American citizens. Middle East and Southwest Asian-based terrorists are the most likely to threaten the United States.

The new strategy involves an analysis of nationwide criminal investigations, particularly white collar crime, side by side with intelligence and terrorist activity.<<<

I doubt that any of these reports are news to the FBI, only news to the reporters, due to the fact that they finally have so many incidents, that they are unable to explain why they do not write and publish them.

This FBI thinks of the mafia, was picked up in every news site that I have checked for several days.

We have looked at it for years now, about time the rest of the world does.

I have picked up a few hints that people might live to wake up.

Noticed a new respect in Art Bells voice last night, for the war on terror.

Above from Liberty Rocks, she has posted a good report with links.

I keep waiting to hear that Roberts has a prison record.

To those who can listen to the radio on the computer, for the next 24 hours you will be able to listen to Freeper Gunny Bob,
on his regular program at:

850koa.com

Gunny was not in town or on the air for the school shooting in Colorado last week, so he now has the 3 shootings to talk about, plus today's Las Vegas, gun on the school grounds report.

I am getting the broadcast, very poorly on the radio and he is doing this program on the schools, so it will be an interesting listen and we might even learn from him.

There are the five reputed La Cosa Nostra families in New York, Russian criminal enterprises from Brighton Beach in the New York borough of Brooklyn to Moscow, and the emerging Asian crime syndicates that operate in many Islamic countries with al-Qaida offshoots. <<<

I am not at all sure that the average American will be able to take in all the above 'families' and the terrorists and all the Chinese and Russian and muslim spies that are working in our country today.

Buy stock in tinfoil, it is going to sell tons, as folks try to protect themselves from the truth of what our country has become.

Keeping in mind also Cuba and the South/Central American crime families, and the dope and the communist groups all fighting for a piece of the pie we call "American Freedom".

Did you see the googles that I did last night, need to go back and search them again, as usual, I only peeked at them, as by the time I have them in print, my eyes won't focus and I can't see what I see.

2006 is shaping up as America's "wake up year", the wake up that we should have never gone to sleep on.

The truth is out there, but if we post half of it, we will be called "conspiracy nuts"...........

Zarqawi got scolding letter from al Qaeda official
Updated Mon. Oct. 2 2006 9:31 PM ET

Associated Press

CAIRO, Egypt -- A top al Qaeda official warned Abu Musab al-Zarqawi six months before he was killed by a U.S. air strike that he would be removed as the terror group's head in Iraq if he did not consult with the group's leadership on major issues.

An al Qaeda leader named "Atiyah'' cautioned al-Zarqawi in an 11-page letter against the war he had declared on Shiite Muslims.

The letter also criticized attacks the Iraqi branch had carried out in neighbouring countries, an apparent reference to last year's triple suicide attacks on hotels in the Jordanian capital of Amman that killed dozens.

"Anyone who commits tyranny and aggression upon the people and causes corruption within the land and drives people away from us and our faith and our jihad and from the religion and the message that we carry, then he must be taken to task,'' Atiyah wrote, saying he was in the northwest Pakistani tribal region of Waziristan.

"We must direct him to what is right, just, and for the best. Otherwise, we would have to push him aside and keep him away from the sphere of influence and replace him and so forth,'' he wrote.

Atiyah tells al-Zarqawi that on major issues he should consult with "your leadership, Sheik Osama (bin Laden) and the doctor (Ayman al-Zawahri) and their brothers ... as well as your Mujahedeen brothers in Iraq.''

Two government officials, who spoke on condition of anonymity because of the sensitivity of the information, said the letter is believed to be authentic. They said Atiyah is considered to be bin Laden's emissary to Iraq and served as a link between the al Qaeda leader and al-Zarqawi.

It wasn't clear when Atiyah, 37, a Libyan whose full name is Atiyah Abd al-Rahman, took over that role or precisely how close to bin Laden he is.

One of the officials said he is a religious scholar with knowledge of the Qur'an and Islamic law and a veteran of the anti-Soviet jihad in Afghanistan. He joined al Qaeda in the early 1990s, when it was first formed, and spent some time in the mid-1990s in Algeria.

Atiyah is believed to be an explosives expert, the official said.

First revealed by Iraq's National Security Adviser Mouwafak al-Rubaie on Sept. 18, The Washington Post reported in Monday's editions that the letter was the first document to emerge from what the U.S. military described as a "treasure trove'' of information uncovered from Iraqi safe houses at the time of al-Zarqawi's death.

Al-Zarqawi was asked in the letter to correspond with al Qaeda in Waziristan through reliable messengers and was told not to attack Sunni clerics in Iraq or abroad, an apparent reference to the Sunni clerics who were assassinated after calling for Iraqis to take part in last year's general elections.

"The war is long and our road is long. What is important is to keep the good reputation of yourself, the mujahedeen and especially your group,'' Atiyah wrote.

The letter also praised al-Zarqawi, saying "you have hurt America, the largest infidel Crusader forces in history.''

It was dated the 10th of the Muslim month of Zhul Qadah, which was around mid-December last year and about six months before the Jordanian-born al-Zarqawi was killed in a U.S. air strike north of Baghdad.

Seven police hurt in riots by youths near Paris

VERSAILLES, France, Oct 2, 2006 (AFP) - Seven French police officers were hurt during clashes with scores of youths that broke out after a car chase in Les Mureaux, in the western Paris suburbs, justice officials said Monday.

The incident late Sunday followed the arrest of man who drove his car into a police vehicle after being chased for a traffic offence. As the man was being taken to the police station in another vehicle, it was set upon by a crowd.

"There were around 250 people -- very angry and very hostile," police officials said. The prosecutor's office said the number was around 130.

Some of the police were hurt when a stone hurled into their car detonated a tear-gas grenade. One of the police cars was gutted by fire. There were no arrests.

On Wednesday seven youths suspected of the September 19 beating of two riot police officers in Corbeil-Essonnes south of Paris were arrested during a raid on a housing project. Both officers suffered injuries to the face and head and bruising to the body. One was hospitalized.

The attacks underscored continuing concern over violence in Paris's depressed suburbs, where riots broke out nearly a year ago.

In a letter sent to French Interior Minister Nicolas Sarkozy last June, a senior government official warned of a sharp spike in crime and the active incitement of Islamic radicals in the northern suburbs.

California man charged with threatening Bush, Cheney
AP ^ | 10/2/6 | DON THOMPSON

Posted on 10/02/2006 6:45:15 PM PDT by SmithL

An engineer at a nuclear power plant near Sacramento has been charged with sending threatening letters containing a powdery substance to the same Sierra foothills country club where President Bush will appear Tuesday for a Republican campaign event.

Michael Lee Braun, 51, appeared Monday in U.S. District Court in Sacramento on two federal charges of sending threats through the mail. The FBI said he also is a suspect in mailing dozens of similar threats since shortly after the 2001 terrorist attacks.

The charges relate to two letters prosecutors said Braun mailed on Thursday to the Serrano Country Club and Serrano Visitors Center in El Dorado Hills, a tony community in the foothills east of Sacramento. The letters contained threats to President Bush, Vice President Dick Cheney and U.S. Rep. John Doolittle, R-Rocklin, according to a statement from the FBI.

Bush is scheduled to appear at the country club Tuesday afternoon in a campaign event for Doolittle, who represents a heavily Republican district near Sacramento.

A federal affidavit filed with the case further alleges that Braun had sent 51 such letters, including the two most recent ones, since 2001. The letters threatened the lives of the president, Cheney, First Lady Laura Bush and Defense Secretary Donald Rumsfeld.

"Each of the letters contained a written threat, usually death by some kind of WMD agent (anthrax, toxic chemical poison, radioactive dust or improvised explosives) and some unknown, white, powdery substance, or items simulating a possible letter/package improvised explosive device," according to the affidavit by Special Agent Timothy Lester.

The white substance usually turned out to be baking soda, the affidavit said.

The two charges against Braun carry maximum penalties of five years in prison and $250,000 fines, but U.S. Magistrate Judge Kimberly Mueller told Braun he could face additional charges once prosecutors review...

Musharraf nuclear claims attacked

By Gordon Corera
Security correspondent, BBC News

The daughter of disgraced Pakistani nuclear scientist AQ Khan has criticised claims made by President Pervez Musharraf in his autobiography.

In her first statement since her father's arrest in 2004, Dina Khan said she wanted to set the record straight.

She said suggestions that her father asked her to go public on Pakistan's nuclear secrets were "ludicrous".

Dr Khan was put under house arrest after admitting passing nuclear secrets to Iran, North Korea and Libya.

Perhaps the hope is to have him rot quietly at home, forgotten by all
Dina Khan

In his book, President Musharraf said that Dr Khan sent a letter to his daughter, Dina, asking her to "go public on Pakistan's nuclear secrets" through British journalists.

Now, Dina Khan has hit back. In a statement provided to the BBC, she says that Gen Musharraf's claims are "ludicrous".

Instead, she claims that the letter was for her mother, Dr Khan's wife, and gave details of what had really happened.

'Paying the price'

Dr Khan's arrest followed a tense period in which US pressure on Pakistan to act against him was building.

But moving against Dr Khan was tricky, not least because he remained intensely popular in parts of Pakistan thanks to his role in building Pakistan's own nuclear bomb.

He also knew a lot of secrets about the country, including who at the top might have known about his illicit activities passing on technology.

It has long been assumed that one of the reasons he has never been put on trial - or interrogated by the CIA - was because of who he might be able to implicate.

Details of the letter to his daughter were intended to be released in the event of something happening to Dr Khan.

"The letter gave his version of what actually transpired and requested my mother release those details in the event of my father being killed or made to disappear," Dina Khan said.

She says the letter mentioned "people and places" but contained no nuclear blueprints or information.

Dina Khan also says she was questioned by the British security service MI5 about the document but they were satisfied she had not committed any crimes and was not in possession of any important information.

"The mistake my father made was in being far too vocal in his opinion about those in power, and as a result he is now paying the price," she writes.

She says that her sister was forbidden from seeing her parents for a period of months, and that she was not allowed to travel to Pakistan for a year.

"Our mail is opened, our mobiles are tapped and the house is bugged."

'US pressure'

When he was placed under house arrest, pressure had been building on Dr Khan for a number of months.

International Atomic Energy Agency (IAEA) inspectors who visited the Iranian enrichment plant of Natanz in February 2003 had realised that the machines used by Iran were of the same design that Dr Khan had worked on when he was a young scientist in Europe and which he had used to build Pakistan's own programme.

At the same time, Colonel Muammar Gaddafi in Libya had opened up a secret channel with MI6 to give up his nuclear programme which had been almost entirely provided by Dr Khan and his network.

The US tried to put pressure on President Musharraf to put Dr Khan out of business in September 2003, when CIA director George Tenet confronted him in a New York hotel room with evidence of Dr Khan's activities, but Gen Musharraf still did not act and frustrations grew in Washington.

In the end it took a phone call from then US Secretary of State Colin Powell in late January to seal Dr Khan's fate.

Mr Powell warned Gen Musharraf that President Bush was about to give a speech and publicly name and shame Dr Khan.

As a result, the scientist was brought before President Musharraf and forced to publicly confess.

'Truth'

The CIA have never been allowed to interrogate Dr Khan directly, something they would very much like to do since it is still unclear how much nuclear technology he actually passed on to Iran.

In the case of Libya, Dr Khan provided an actual nuclear weapons design.

Some in Washington believe similar information may have been provided to Iran, proving Iran was after the bomb and not just peaceful nuclear power as Tehran claims, but they have never been able to prove it.

However, all questions for Dr Khan have to be filtered through Pakistan's Inter-Services Intelligence (ISI) agency, and no-one is sure they are getting the real truth.

Allowing the US access to Dr Khan would be very sensitive within Pakistan, where he still has many supporters, as well as potentially embarrassing for Gen Musharraf, who simply wants to move on from the issue.

US officials say, though, that one of the reasons Pakistan will not be offered a civilian nuclear co-operation deal of the type negotiated with India is precisely because of Dr Khan.

The scientist remains under house arrest in Islamabad. He was recently allowed out briefly for surgery for prostate cancer.

Dina Khan ends her statement with a warning.

"The investigation into the nuclear scandal was officially closed months ago, yet my father's situation remains unchanged. Perhaps the hope is to have him rot quietly at home, forgotten by all.

"That will never happen. The truth will come out eventually, it always does."

Moscow maintains Georgia blockade
Russia is pressing ahead with a freeze on vital transport and economic links with Georgia, despite the release of four men accused of spying for Moscow.

Russia's move to suspend transport and postal links and block bank transfers on Monday followed the arrest of four of its officers in Georgia last week.

The four men were released and returned to Moscow on Monday, to be greeted by Defence Minister Sergei Ivanov.

Moscow denies the spying charge. Georgia accuses Russia of bullying.

The Russian President, Vladimir Putin, has described Georgia's actions as state terrorism.

In Moscow, Mr Ivanov personally welcomed the returning officials.

"I thank you for your courage and the honour, characteristic of Russian officers, that you displayed," Interfax news agency quotes him as saying.

The US has meanwhile urged both Russia and Georgia to ease tensions.

"This is a moment, we hope, with the Russians returned, for Russia and Georgia to step back, lower the rhetoric and hopefully work together," a state department official said.

Sanctions decision

Georgia's president has said the transfer was not a response to Russian pressure.

Mikhail Saakashvili said the release was a goodwill gesture, but insisted that the men were organising a spying network.

BBC regional analyst Steven Eke says the impact of the new measures is likely to be severe as thousands of Georgian guest workers will effectively be stranded in Russia, unable to send home the earnings so many of their families depend on.

It is unclear if the sanctions decision was taken before the handover of the officers, who were arrested last week, was announced.

'You are deported'

Announcing the officers' transfer, Georgian President Mikhail Saakashvili said he wanted good relations with Russia, but Georgia could no longer be treated as a "the second-class backyard of... some kind of re-emerging empire".

Russia had been using intimidation and blackmail, he said, and he repeated his allegation that a Russian spy ring had been operating in Georgia.

"The message to our great neighbour Russia is: 'Enough is enough,'" he said.

The message to our great neighbour Russia is: 'Enough is enough'
Mikhail Saakashvili
Georgian president

On Friday, the four Russian officers were charged with spying and were ordered to be held for two months pending investigations.

Russian President Vladimir Putin responded by accusing Georgia of "state terrorism" and trying to provoke Moscow, which still has military bases in Georgia from Soviet times when it was part of the USSR.

Relations between Moscow and Tbilisi deteriorated sharply after Georgia and Nato agreed to hold talks on closer relations, correspondents say.

Georgia has also accused Russia of actively trying to undermine its government by backing separatists in Abkhazia and South Ossetia.

Moscow earlier recalled its ambassador and evacuated some of its staff in Georgia.

Our regional analyst notes that Georgia is already affected by a Russian ban on its top three agricultural exports - wine, mineral water and mandarin oranges.

But Mr Saakashvili, he adds, will also be aware that Russia has another, much more powerful economic weapon - energy supplies.

Georgia remains totally dependent on supplies of Russian gas and there are already warnings that heat and light could disappear from parts of Georgia unless the diplomatic crisis is resolved quickly.

Italy police 'break terror cell'
Italian police say they have uncovered an Islamist group believed to be providing support for suspected militants in Algeria.

A police spokesman said six people had been arrested or were being served with arrest warrants.

Most of the arrests were executed around Milan, in northern Italy. One suspect was found in Switzerland.

Police say they believe the group was giving financial and logistical support to Islamic terrorist groups.

Italian police spokesman Lt Col Domenico Grimaldi told a news conference that the group was part of a wider network operating across much of Europe, and was connected to al Qaeda.

The arrests are part of an ongoing operation that began in 2003.

In July, Italian police arrested four men believed to have links to an Algerian group named the Salafist Group for Preaching and Combat (GSPC).

In September, the GSPC is reported to have pledged allegiance to Osama Bin Laden.

The group was founded in the late 1990s with the aim of establishing an Islamic state in Algeria.

Do you recall when Art had a big blow up with some other people, as I recall he exposed someone's untruths.

I always felt that I had missed part of it, but it had some connection to the guy who was always on the show, doing reverse recordings of peoples speech, when it was over, that guy had disappeared, and no I am not positive about this.

Then a third guy, was involved and when Art's son was raped, he was a writer or on the radio, again as my memory goes, and he told a story that Art had been arrested for child molesting, in the past.

Art did sue him, and Art won.

It was about here that Art quit his program and retired.

It has always bothered me the way that insane people take a grain of truth and twist it....

The rape of his son was ugly and there was a trial for that, also.........the teacher is, I hope still in prison.

Ramona, Art's wife who has died, was all or part Phillipino, all of a sudden there was an email on the internet and making the rounds of the internet, of bad things that Art was supposed to have said about the Phillipinos, it was ugly, Art read it on the air and of course denied it.

I listened to Art Bell, on KDWN, before he started his own program.

Art enjoyed his military service in the islands, Guam as I recall and even had a radio station going, on Guam, while there on duty.

I do not believe what it says in the Phillipino letter. It is not Art's way, he is not a hater, but rather a seeker of knowledge.

I did catch Art's program a month or so ago, when he told of the letter making the rounds again and that it had earned him several death threats.

He said he had posted it on his page at the CtoCam website.

That letter, in the Phillipines, with all the hotheads, both al qaeda and the commie terrorist groups, would be a real danger to Art.

It is all another sample of the mental illness in the world, and the danger it holds for all of us.

The above on Art Bell, is from my memory, not said to be taken as gospel, but the two trials are on the internet.

In the old days, Art's show, was about everything and anything that was interesting.

Today, it is an agenda driven program and I listen to it only rarely.

Still storming a bit, but we're all clear on the tornado warning.

What on earth cold have happened to this jerk when he was 12 years old that he could do this after 20 years?

How do you look a little girl in the eye and shoot her in the head?

Devil's spawn - can be the only answer.
