I think Hekmatyar operates in a region of Afghanistan known for Iranian influence. Given his Al Qaeda ties, I'd say this is a real 2-fer.

Hekmatyar was the man chiefly responsible for the post-Soviet violence and chaos that brought the Taliban to power.
The US made several attempts to eliminate him but until now he has had the luck of the devil.
