I think Hekmatyar operates in a region of Afghanistan known for Iranian influence. Given his Al Qaeda ties, I'd say this is a real 2-fer.
I think it's Pakistan. He was a favorite of the Pakistani intelligence service as I recall. He received the Lion's share of the aid that flowed through them during the war against the Soviets. He's one of the original Mujahideen and one the radical Islamists that had a big influence of the young Bin Laden. He was a rival of Masood.
