Is this paid for by public funds? I really can't imagine that GB would try and prevent women of any size who could pay for their own treatment.
Something has to be done. God knows what, though. I know a family where the grown children are obese. The daughter has five kids and a hernia that's torn her abdomen muscles and her organs are all falling out to one side, not where they should be. (Sorry for graphic descrip.) She's a candidate for gastric bypass surgery, and frankly, without it, she's a goner. Five kids. Who will raise them if she dies? The state. Her mother is way overweight and dabbles in dieting to no avail. Her brother smokes, is huge, coughs like mad, and is diabetic. Thirty-one years old. Another family....the thirtyish son, obese, heavy smoker...had a massive stroke recently. His eyes are open now, after weeks and weeks of unconsciousness. God knows how he'll do. One nurse said dismissively, "Oh, he's smoker? Might as well pull the plug." The rest of the staff at the rehabilitation center are kind.)
The poor can't afford fresh fruits and veggies, alas. The food they can afford, and the stuff the feds give away put on the pounds. Macaroni, pasta, beans, rice, etc..
I think your calculator is off. At 5' 4" the BMI for a 175 lb. person is 30 and 210 lb. generates a 36, which is the cutoff point recommended in the article.

For a 5'4" woman to have a BMI of 29, she would weigh approximately 170 lbs. Which is a huge difference!
Health food was a niche market devised to serve the well-off. No person on WIC can afford the organic veggies from the grocery store.

Fresh and whole grain food is very inexpensive and filling. Rice and beans are not fattening unless you eat too much of them!

I don't see what part of this you don't get. You asked why skinny people aren't mentioned in the title. Only the obese are banned. The moderateley obese and underwight only have to address their weight, and are not banned. How much crap can they put in a title. What part of your own question is not answered by the simple first 2 parts of the article itself, OR what part of your question do you not understand?
To me, obesity seems to be within the control of the obese. I agree that there certainly are genetic and metabolic differences between people; for example, an identical 1500 calorie per day diet may cause one person to gain weight and another person to lose weight. However, there would seem to be some appropriate caloric intake that, for the weight gainer, would lead to long term weight loss.
In my opinion, a high percentage (not all) of obesity cases are due to lack of will power.
The difference is that IVF doesn't work on very obese women so why should the money and time be spent, particularly under a government plan, for treating these women. It would be more effective for women to determine what the underlying reason is for their massive obesity and correct that, then let fertility take its natural result. Also, don't forget that most men deny fertility treatment to very obese women, too. < / sarc>

Beans & rice are very nutritious and low cal to boot. Funny the poor can always afford soda & cigs.
I buy organic carrots for a dollar a bag at Walmart. It depends on WHERE a person shops. The most expensive organic food is at Whole Foods, the cheapest is at Walmart. Even better than buying the stuff, I get it right out the garden or the wild chickory growing in my yard. Organic bulk grains are very cheap and so are beans. That's carb and protein right there. I think a person on WIC may feel self conscious shopping at a high and mighty grocery store but they do. I know because I rang up a few when I worked at Whole Foods. WFM will seriously drain a person's wallet :(

Excellent points, but not exactly related to my post. I was attempting to point out that minority women are much more likely to be obese, so this recommendation would be de facto racial discrimination. This would draw a lawsuit in a heartbeat here.
