We actually used an anti-matter weapon developed in Los Alamos for Karl Rove. That isn't common knowledge. They had to wait to release it until they'd developed a counter-weapon, the anti-anti-matter-matter bomb. Rove is a genius.

The general consensus is that the smallest possible nuclear weapon is going to be about the size of one of a large knapsack (down from the Soviet-era suitcase sized atomic demolition munition).
The problem is that the smallest *yield* is still going to be in the kiloton-plus range and is *really* obvious. As in "takes out several city blocks" obvious.
