A man from the Republic of Georgia is being held in the Westmoreland County Prison on a federal detainer after he and another foreigner were found in Murrysville with 15 prepaid cell phones and $4,200 in cash, police said. Malkhaz Zakutashvili, 53, was held through the federal Bureau of Immigration and Customs Enforcement, Murrysville police Sgt. Charles Tappe said.
The federal agency told police not to hold the second man, Zurabi Maisuradze, 25, who is also of the Republic of Georgia, Tappe said.

Sounds like a bad call.
Georgia is ~10% Muslim, according to CIA factbook. And they let 1 of them go... damn, just a few days before the nation-wide cell phone spree hits the wires.
He's like a cockroach taking bait back to the nest. I'm sure they let him go so that they can follow him and move up the food chain. If he's involved in a plot, hopefully they'll be able to use him or his "brothers' will tie up the "loose end", either way he'll no longer be a threat to us.

The other thing is there are criminals who may or may not be Muslim, who help terrorists. I remember reading of a Jewish man, who was arrested for trying to buy shoulder-fired missiles... Here it is:

#11 is an article a few years old - the point was there are those who help terrorists for reasons other than jihad - like that 75 year old Jewish American - he prob "just" wanted (blood) money.
Georgia was fairly agnostic, atheistic due to the russian communist influences during Stalin's era.
My guess on these guys is it may be more about money than about "terrorist" ideology. Not all people involved in "helping" terrorists are on some ind of a jhihad. Greed is often just as strong a motivator to do evil.

We live in a small southern town and I 've never even seen an Arab here.
But a month ago, several Arabs went from Dollar Store to Dollar Store trying to purchase hundreds of phones. Store managers followed the new policies and only permitted them to purchase 2 phones at each store. Then they observed the men outside the stores throwing away the portions of the phones they didn't want.
The FBI was called and they later found a van with hundreds of phones in them but no word about the Arabs.
