Georgia was fairly agnostic, atheistic due to the russian communist influences during Stalin's era.
My guess on these guys is it may be more about money than about "terrorist" ideology. Not all people involved in "helping" terrorists are on some ind of a jhihad. Greed is often just as strong a motivator to do evil.
