Re-gifting is the answer. The original box probably had "Happy Ramadan, Mahmoud!" so they had to put it in a different box that had the wrong "best fired by" date on it.

Looking at the inside of the box, I didn't know they used wood crates for these type of weapons. I thought they used insulated fiberglass boxes. Wood adds too much weight.

Not with 2002 dates on the crates. And I assume you meant Afghanistan/Charlie Wilson's War, not OEF.
I don't think we lost control of many heavy weapons in OEF.

Look at the date on the box. The TOWs weren't even manufactured until Clinton was out of office.
