The White House has agreed to support a bill that could add a new layer of judicial oversight to the Bush administration's controversial eavesdropping program, Senate Judiciary Chairman Arlen Specter said Thursday.The legislation would authorize the secretive Foreign Intelligence Surveillance Court to review the constitutionality of the National Security Agency's most high-profile monitoring operations, said the Pennsylvania Republican.
It doesn't matter what the White House agreed to and even if it passes in law it would take a Constitutional Amendment to strip the President's Authority. I would bet that it merely sets a time restriction on the WH to authorize the action and anything after that has to go to FISA.

I suspect tht you are right. Once these programs are "outed" and compromised, they have little value. The CIA's function evolved into the NRO, DIA , NSA and other functions that were more productive and less politically volatile, until the rats found them and ratted them out.

President Bush, as often said, is playing CHESS and the SCOTUS, MSM, Democrats, Specter, et al are playing CHECKERS.
Why? If, G*d forbid, we have another terrorist attack on this country, the Democrats, SCOTUS, Specter, MSM, et al will look like the "weak on terror" fools they really are.
President Bush is doing everything he can to protect the citizens of this country and is being undermined by every liberal and some conservatives. The SCOTUS decision to grant Geneva Convention status to terrorists was the most blatant support of terrorism in this century. This decision will come back to bite the US in the butt and GWB will probably say, "I could have told you so".

All the bill does is sends the unchanged program to FISA to determine Constitutionality which has already ruled on at least once and then the Congress will update the law.
Still, it was terribly difficult to attach the alligator clips on the battery wires to his testicles.
