The state Public Service Commission, which oversees utilities across New York, says a probe will be launched after power is restored. And more to be concerned about from NYT:
Utility officials and others said this power failure was perplexing, unlike previous blackouts that darkened large swaths of the city and were corrected in a day or two. This time, new problems have cropped up day after day: dozens of manhole fires, transformer fires and, most seriously, electrical cables burning out and needing replacement.
This is a very strange phenomenon, said Joe Flaherty, a consultant to Local 1-2 of the Utility Workers Union of America.
Chris Olert, a Con Edison spokesman, said, Well take those cables that were damaged and analyze them, but until then, we wont know what happened.
The blackout has exposed an apparently serious weakness at the utility: its inability to measure the size of a problem.
I hope DHS is paying attention."

ARTICLE SNIPPET: "SYRIA is prepared to tell the US the whereabouts of al-Qaeda cells in Lebanon, Britain's Sky News television reported today.
Sky News said they had spoken to Syrian cabinet minister Amr Salem.
"Syria has real hard knowledge," the channel quoted him as saying.
A Sky News correspondent said the Syrians were offering to tell the US where many fundamentalists were.
He said the channel was told specifically there were cells of Osama bin Laden's al-Qaeda terrorist network in Lebanon, and Syria knew of their whereabouts.
Since Syrian troops pulled out of Lebanon last year, the cells have grown, he said."

Southland Muslim leaders gathered Sunday to discuss violence in the Middle East and one prominent leader criticized Mayor Antonio Villaraigosa and Gov. Arnold Schwarzenegger for supporting Israel.
Salam al-Marayati, executive director of the Muslim Public Affairs Council, said the group is concerned about the mayor and governor's attendance at a pro-Israel rally Sunday. He said many Muslims were upset by the nature of the public discourse surrounding the conflict between Israel and the militant group Hezbollah.
"We take issue with the governor and the mayor taking sides on this issue -- the pro-Israeli side -- without consulting residents of California and Los Angeles," al-Marayati said. "The mayor and the governor should not drag us into this foreign conflict."
Villaraigosa and Schwarzenegger are slated to attend a 4:00 p.m. pro-Israel rally at the Jewish Federation of Greater Los Angeles.

Snip: Being a member of a terrorist organization won't necessarily land someone on Canada's no-fly list, The Canadian Press has learned.
Proposed criteria would limit inclusion on the roster to those who pose "an immediate threat to aviation security," say internal briefing notes prepared by Transport Canada.
Draft regulations, disclosed by a source familiar with details of the plan, confirm the no-fly list will be tightly focused and reviewed every 30 days to keep it up to date.
"You cannot be put on the list on the sole basis that you're a member of a 'terrorist group'," said the source. "In addition, you have to be a demonstrable threat to aviation safety."

Israeli troops have seized two Hizbullah guerrillas during fighting in southern Lebanon, the army said on Sunday.
They were believed to be the first prisoners taken in Lebanon during the 12-day-old conflict. The army said they were seized in the village of Maroun al-Ras. (Reuters)

Bin Laden saw accused 'pledge jihad'

ONE of 13 Melbourne men accused of being members of a terrorist group pledged in the presence of Osama bin Laden to commit jihad or holy war, a court has been told.
Shane Kent, 29, of Meadow Heights, attended the Al Farooq training camp where he underwent weapons and explosives training, Crown prosecutor Mark Dean SC told the first day of the men's committal hearing in the Victorian County Court today.
Mr Dean said a witness who attended the same camp would give evidence at the hearing that he saw Kent at the camp, and that on three occasions bin Laden visited the camp when they were there.
He would tell the court that Kent committed himself to jihad in the presence of the al-Qaeda leader, Mr Dean told the hearing.
