When the first U.S. case of mad-cow disease was discovered in December 2003, then-Secretary of Agriculture Ann M. Veneman pledged to hasten creation of a national identification system for tracing livestock quickly during a disease outbreak. She said she asked the U.S. Department of Agriculture's chief information officer "to make it his top priority."
Today, more than two years later, the U.S. still has no national ID system for most farm animals, including chickens and beef cattle.
The USDA, which has been discussing a system for nearly a decade -- and has spent $84.7 million to develop it -- now says one will begin operating next year. Although the agency expects nearly all newborn farm animals to be included in the system by 2009, it has abandoned the idea of mandatory participation, leaving critics to cast doubt on that projection.
As recently as April 2005, the USDA's draft plan for a national ID system called for mandatory participation. But USDA officials insist the agency was never committed to that idea, and that in response to industry feedback they decided to go with a voluntary system. They express confidence that market forces, including pressure from big beef buyers and export markets, will help drive cattle owners to register their animals.
"I believe the industry as a whole does understand and believe that a system is needed and they will participate," says John R. Clifford, the USDA's chief veterinary officer. He says the agency will review making the system mandatory if participation isn't adequate.

The cow was quickly traced to Canada. Reopened our north border to them and got positive cattle AGAIN. Animals are tagged at the stockyards, registered, tattooed, traceback my butt.
Yet the USDA prohibits processing plants from testing all the livestock that comes thru its doors. Wouldn't that make more sense?
The UN and Humane Society are behind this more than anyone.
It's behind schedule because they turned it into an enormous behemoth that would include tracking of animals that are not food animals, such as my horse, and talk of reporting to the govt every time I take my horse off my property for a trail ride.
It will work as a voluntary system. Those food suppliers who sell to large and overseas markets will participate. Those of us with a few animals and no intention to sell commercially can and should be left alone.

GOOD! This program is a foolish overstepping of federal authority...any idiot who honestly believes that I should have to register my yard chickens and our family horse with the feds should turn in his conservative card and go join the socialists.
No it's not good, these nightmares always start as voluntary, and before you know it, its manditory. Where do we go from here? Next it will be your dog, in the name of finding him if he gets lost. Our kids will be next, with everyone soon to follow.
This is big brother, create a chrisis, and offer your adjenda as the solution, at its worst.
I think Arthalion meant that it was good that the animal-tracking scheme was falling behind, not the the scheme itself was good.

Tulsa, OK State Fair
The wether meat goats will get tagged with a Tulsa State Fair tag/microchip, on the date they are nominated, either July 6 in Chickasha, or July 7 in Tulsa. Also, the on the date they are nominated we will take a DNA sample, (hair follicle).

I received in the mail a form to register my livestock with the Arkansas Livestock and Poultry Commission and the USDA.
It is a "volunteer farm ID program."
Toss it or keep it. I may keep it just to look at to show how even my chickens (15) and beef cattle (5) may fall foul of new government regulations.

I raise laying hens for egg sales and to sell out-of-the-mainstream breeds of hens to other local folk.
On the day NAIS shows up to demand my chickens be tagged that day immediately becomes Butchering Day.
