Like I said, I don't know much about this proposition. I suppose if the proposition banned the use of all sludge/waste as fertilizer on all land within Kern County (even from animals on the land), regardless of whether it was produced in Kern County, it might pass constitutional muster. But if it just bans sludge/waste from out of the county, I'd be surprised if the proposition isn't struck down.

In any event, if the proposition passes, I foresee years of court fights in Kern County's future.
