shot dead an Islamic militant suspected of links to a triple bombing that killed 23
people in Hinduism's holy city of Varanasi and sparked a nationwide alert.

The photo was taken with a wide-angle lens from a distance of a couple of feet.
The apparently large head is a matter of perspective.
The effect is called foreshortening.
