President: We look at all contingencies but my optimism about a unified Iraq moving forward was confirmed when 10M people went to the polls and voted for a new government. Constitutions tend to bind societies.

We have to watch and help and athe iraqi government stand up as quickly as possible. Don't delay. Solve the problems and get the political parties together and come up with a government. It will take a while. The ballots won't be counted until early January.

It takes a 2/3rds vote to get certain officials. Sometimes it's hard to get a two-thirds vote. How about the Senate, for example.
