I don't believe they INCREASED his authority. As President, he has full authority in time of war and we are at war. What I think they did was RECOGNIZE that authority and try to put it into words.

Okay. For your personal protection, we'll toss the Constitution. Me, I'd rather take my chances on being free rather than having big brother continually in my hip pocket. I swore an oath to protect the Constitution each and every time I enlisted or reenlisted in the Army. I did not swear an oath to toss the Constitution so every would would "feel safe."
