2) The list of criticism sounds like Democrat talking points, and

The worst ever: Carter -- unless Bush 2 gets his massive amnesty and permanent open-border scheme onto the books.
The de-facto abolition of the USA in favor of a merged nation with Mexico pretty much trumps it all.

This is just a thinly deguised hit against President Bush.
Actually I do not trust contemporary evaluations of anyone. We all have our bias, and we all see the world filter through these biases.
Even if that is not the case, there is so much not known, the least of which is the affect of ones action or lack of.
Historians are better off researching the past where they have access to more records and can view the affects of various decisions before they proclaim a sitting President "the worse". It reflects more on them then it does the President.

We could have said Carter who gave us the S&L failure with his signing of the 1980 bill that changed finance laws, along with his doing nothing about Radical Islamic folks taking hostages for YEARS... but that isn't the worst.
Clinton/Gore's giving of rocket and missile guidance intelligence to China so they could accurately launch and target their nukes on every USA city in the country so put us all at jeopardy, that they get the prize hands down IMO.
Remember to drive this information home if Hillary runs.

This is what those historians said -- and it should be noted that some of the criticism about deficit spending and misuse of the military came from self-identified conservatives -- about the Bush record: Who were the "self-identified conservatives" who are also historians? I can't think of any.

As much as I don't like Bush no freaking way he comes close to being the worst prez. Carter, FDR, and Clinton were the worst of the last century. Clinton will never be considered the worst because he was the luckiest president ever with little that he had to deal with. These historians are road kill.
