An e-mail is bouncing around the Internet with photographs of alleged Bolivarian gunmen in an area of Caracas that appears to be 23 de Enero. Many appear to be teenagers, they are wearing Bolivarian t-shirts with Che Guevara's face super-imposed on Venezuela's national colors, and they are armed with Glock 9mm semi-automatic handguns. According to Pensamiento Militar Venezolano 2005, a strategic and tactical military defense document drafted under the direction of President Hugo Chávez, the core mission of these armed youths is to turn Caracas into a kill zone where escualidos will be hunted down systematically if the Chávez regime is toppled from power by internal or external forces. However, Chávez currently has a serious command-and-control crisis with armed groups of civilians like this one, according to our sources inside the Bolivarian revolution. He can't be certain the leaders of these groups will obey his orders.
In fact, Chávez is so concerned by the possibility that his Bolivarian cowboys won't follow his orders that two months ago he issued orders that these groups must disarm voluntarily or else coercively. However, our sources in the revolution report that these groups have rejected the president's orders that they surrender their weapons to state security forces. Sources also report that there are 21 separate irregular groups that were armed by the Chávez government but are now out of control, meaning that they refuse to obey the president ... Some of these groups have ties to municipal governments, some are involved in drug trafficking and other criminal enterprises, and some are warring with each other in a power struggle that is happening below the news media's radar.
These armed groups have no ties with the anti-Chávez opposition. ...
In the past year some of these groups have battled each other publicly.

This is the problem. Chavez has significant support, and his supporters are prepared to fight. He has a significant part of the military with him, civilian goon squads armed and ready to go, his own guerrillas in the jungle, Cubans sprinkled throughout, all of them prepared to fight. And then, as the article suggests, many of these groups are more dedicated to the pursuit of power than they are to him.
He has opened a Pandora's box in making violent revolution socially admirable, chic even.
Who ever decides to overthrow Chavez will have the enormous problem of hunting these people down and disarming them. As you can imagine, they aren't going to go down without a fight.
Understanding this helps to explain the situation Pinochet faced when he overthrew his predecessor in Chile. Its not enough to get the guy at the top, you have to get them all. While granting that Pinochet's security forces undoubtedly committed abuses in the course of their work, it is also with a doubt that their work was going to be tough no matter what. Whoever overthrows Chavez had better be ruthless or he should just stay home.
