AULNAY-SOUS-BOIS, France, Nov 15 (Reuters) - French Prime Minister Dominique de Villepin made a surprise visit on Tuesday to a Paris suburb hit by an unprecedented wave of rioting and presented parliament his plan to extend emergency powers.
Villepin travelled to Aulnay-sous-Bois northeast of Paris a day after President Jacques Chirac said in a national address that the worst civil unrest in almost 40 years pointed to a deep national malaise and identity crisis.
The prime minister met local residents, teachers and business leaders during the previously unannounced visit, his first to an area hit by rioting by youths who feel excluded from mainstream society.
"During our meeting this morning I heard a lot of people who really want to make progress, to get ahead, realise their projects, find a job. They should be helped," Villepin said.
"Of course we must be mobilised against the feeling of injustice and against discrimination. It's an every day struggle which should mobilise us all, every French man and woman."
Villepin later told parliament disorder of "unprecedented gravity" justified extending emergency powers for three months. The chamber later began considering the extension.

Is this like one of Rummy or Bush's surprise appearances in Iraq? Gotta come in without advanced notice, move quickly and then get the heck out, for security reasons. Does the French government realize how effectively this bolsters the perception of France as a war torn country?

They are particularly pissed because they do not wish to integrate with French society; and French society refuses to integrate with them to make them feel "included".
My French is rusty to nonexistential. Does that phrase translate as,
"the nightly dance of the Lunatics"?
Is 'lunatics' an AFP code phrase for "cult of moon rock worshippers"?
