Criminal complaint vs. Michael Ray Aquino,
Leandro Aragoncillo

THE U.S. Department of Justice has released the rap sheets filed against Michael Ray Aquino, a former ranking official of the Philippine National Police, and Leandro Aragoncillo, an intelligence analyst of the Federal Bureau of Investigation.

The two were charged with espionage on two counts, first with conspiring to defraud the U.S. government by disclosing classified information under the following circumstances:

a. On or about January 2, 2005, defendant MICHAEL RAY AQUINO sent a message to a public official in the Philippines about LEANDRO ARAGONCILLO and provided sensitive information furnished by ARAGONCILLO.

b. On or about February 24, 2005, defendant LEANDRO ARAGONCILLO transmitted classified information from a computer in New Jersey to a public official in the Philippines.

c. On or about February 24, 2005, defendant MICHAEL RAY AQUINO transmitted classified information to defendant ARAGONCILLO at a computer in New Jersey.

and second, with knowingly acting in the United States as agents of a foreign government, namely, as agents subject to the direction and control of a foreign official, without prior notification to the Attorney General, as required by law."

Aragoncillo, who is detailed with the Fort Monmouth Information Technology Center, was additionally charged with having knowingly accessed a computer without authorization and exceeding authorized access to sensitive information for reasons of U.S. national defense and foreign relations.

FBI investigation also revealed that Aragoncillo transmitted classified information 17 times via email, phone and SMS (text messages) to Aquino and still unnamed Philippine public officials.

If found guilty, Aquino faces a maximum penalty of 15 years’ imprisonment and $500,000-fine, while Aragoncillo will assume an additional maximum penalty of 10 years in prison and $250,000.

Aquino was a chief inspector of the defunct Presidential Anti-Crime Commission (PACC) headed by then Vice Pres. Joseph Estrada. When the PACC was disbanded to form the now also defunct Presidential Anti-Organized Crime Task Force (PAOCTF), he was promoted as senior superintendent. During his stint as a PACC agent, Aquino was implicated in five bank robberies and the Kuratong Baleleng rubout case, along with his superior, erstwhile chief superintendent (now senator) Panfilo Lacson, and 32 other police officials. The case was dismissed by a Quezon City trial court judge in 2003.

The PACC’s trail of bungled cases and bloody corpses was also the subject of the PCIJ’s three-part investigation in 1995.

An American of Filipino descent, Aragoncillo was a graduate of the College of Commerce and Accountancy of the University of Santo Tomas. He was among nine alumni recognized as outstanding Thomasians during the college’s 71st anniversary celebration in 2004.

14. Records from Yahoo! reveal that on or about January 2, 2005, an e-mail was sent from the Aquino Yahoo! Account to Public Official #2’s Yahoo! Account along with the following message introducing defendant LEANDRO ARAGONCILLO to Public Official #2:

Sir,
The other day, Leandro “Lean” Aragoncillo called me. He is the US Marine friend . . . . He already resigned from the USM and is now with the new intelligence unit . . . he is about to finish his training at the FBI NA in Quantico, Virginia.

He wants to talk to you and give you some updates on the political situation in the country. . . . He alleged that last Tuesday during a briefing . . . the recent political situation in the Philippines was
discussed. It was the first time that he heard about a briefing on the Philippine situation. He claimed that a change in leadership is boiling and that it is just a matter of time . . . . ”

This morning around 7:30 CDT, Greg Kelly on FoxNews interrupted his report to say that Security had told them (reporters, etc) to get inside immediately.

I saw this, too. If you get any information, I would appreciate a ping. Kinda un-nerving.....

Very doubtful. This is not some Muslim thing. These things are done through family connections; the man obviously had Philippine military contacts or ex-Marcos crony contacts, neither of which have any Muslim participation.

If you want to simplify it, he worked for the Philippine Mob, like the Sopranos.

Yes, indeed. He was going 88 in a 55 mile an hour zone because he was late for a meeting. If I had my way, the only meeting he would be going to would be with the jailer.

He is an intersting article highlighting some of problems during clinton's term.
