The explosion happened at the courtyard near the George Lynn Cross Hall, Botany-Microbiology Building on OU's campus, which is west of the stadium, according to Sgt. Gary Robinson of the University police department. The explosion happened during the second quarter of Oklahoma's game against Kansas State. After the explosion, police set up a perimeter of several blocks and made fans exit the stadium to the east.

Multiple devices confirmed. The one that killed the presumed suicide, a second set off by the local authorities.
Oh, of that I have no doubt.
I actually think it's a combination of two factors. One, being, this is saturday night. It's just reality they are never about on weekend at this time.
Second, they actually seem to be behaving responsibly by keeping some silence so people wouldn't stampede as well as allow investigators to attempt to pursue answers before full exposure descends.
But, my point is that I strongly doubt this blackout will continue indefinitely. IF we find this to be a terrorist connected to Islamofascists? it's what the MSM has been waiting for. Attempt to say the Iraq strategy has failed to keep them in the M.E. (this is what they said about the bombings in London) and once again go after Bush. The only part that wouldn't appeal to them is that 1) only the suicide bomber was killed 2) their 'friends' are further harmed by the exposure (Islamofascists)
its congestion. there is no way the government authorities could organize such a logistical effort to turn off cell phones so quickly after an unexplained bomb goes off in Oklahoma. and why turn the service back on at 8PM? was the crisis over by then, had every stadium been searched for bombs by 8PM so as to safely allow the cell phone service back on? no way.

That's my instinct too, both because of the way sites are located and because the alternative assumes a level of competence that's in short supply most places.
Sites are spec'd based on average population in the area, not on maximum density (unless the system has been fully built out and there's some extra money left over). Public safety folks have been using cell phones more and more frequently for their work. So, a bunch of people calling in, and a few cops calling out could be the reason. I'd guess that area's set up to handle the load from a bunch of students and faculty calling out at the end of class... maybe sixty, ninety, calls.
Not enough to go on to say or even speculate that it was a failed terrorist attack. Tha's all Im saying . Use some logic

What should they do? Wake people up to stand outside the police yellow tape line and ask the poor flatfoot manning the line a bunch of stupid questions when he knows nothing? In the morning, they'll be answers. Right now, it's a waste of time.

I'm telling y'all: There WERE NOT huge numbers of Texas Tech fans using cell phones from at least 7:30 p.m. to 8 p.m., and yet, all I could get was "svc unavailable". I'd like to hear from a FReeper who was at a Big 12 football game tonight and was able to use their cell phone during this time.

They came out with the official line way too soon IMHO. My thought is that they wanted everyone to get out of the stadium and not panic which is what happened -- everyone left the stadium like normal except we couldn't go by Cross for obvious reasons. Guy is headed to the stadium and blows himself up as a suicide -- my believeability meter just doesn't track and neither does anyone else I know especially when we learned of a second bomb the authorities blew up.

There are bomb sniffing dogs all around and my son who is a GA and had to unlock his office, was told they are going to do a sweep of the campus.
Now I'm getting paranoid about going to see Texas Tech at Nebraska next week. Perhaps a stadium full of around 80000 people might not be so safe. My wife wants me to back out....but I can't...it's a Husker game!!!!
