Munitions dumps do explode of their own accord sometimes.
The Soviets had more problems than most in that regard - this isn't really surprising. Sure, it could have been terrorist action, but Soviet/Russian ammo depots don't need any help to go "BOOOOOOOOOOOM!"

Sheesh, what is it with the Russian/Post-Soviet military-industrial complex? Chernobyl, the Kursk, Sverdlosk, the Lenin (Nuclear powered icebreaker had something go badly wrong in the 70s) and then all those subs they lost. Not to mention if the new book "Red Star Rogue" is to be believed, one may have had the skipper go nuts and try to nuke Pearl?
Something makes me wonder if there is something in the water there.

Accidents do happen.
During WWI an accidental collision in Halifax harbor led to an explosion which demolished much of the city.
During WWII an ammunition ship being loaded in Northern California exploded.
During the Vietnam war an ammunition train derailed and exploded in southern California.
All accidents.

Kamchatka peninsula is such boondocks [far away from everything and sparcely populated] that jihadists would have difficulty both in coming there and working there without standing out from the "natives" and getting noticed. Also, it is so peripheral to "power centers" that it would not make a good jihadi target anyway.
