Jihadists tend to like to kill people, not just make a big fireworks display. Accidents do happen... and when they happen in an ammmo dump, they're spectacular. :-)
Kamchatka peninsula is such boondocks [far away from everything and sparcely populated] that jihadists would have difficulty both in coming there and working there without standing out from the "natives" and getting noticed. Also, it is so peripheral to "power centers" that it would not make a good jihadi target anyway.
