I think you raise a very interesting question. NO and LA are quite dirty and it is very likely that some people will turn states evidence. Has any news source stated that the chief might be under witness protection?

Compass isn't too bright, and the feds wouldn't wast the resources to hide him away. He wouldn't have been pleading with the press for his privacy if he knew he was bound for witness protection.
Compass will end up as Chief of Police in another urban seting within two years, albeit one not quite the size of NO, and with a force smaller than 1,700, I mean 1,000 officers.

Well, I've missed the last few conspiracy theorist meetings myself, but I think that "going where the Lord leads" in the case of Chief Compass is going to be real estate in some country that has no extradition treaty with the U.S.

New Orleans has been a hotbed of wild statements and speculation. Normally I would say to divide everything you hear in half, but in New Orleans I think it would be a much higher number to divide by.
I have heard from no other source than on Free Republic anything concerning the padding issue. So at this stage it is pure speculation.
I believe the Mayor knows he hasn't seen all the heat that's coming his way and is setting up Compass to take the hit. 'He should have gotten the buses to the proper places! He should have had food at the Dome! Man, I was totally blindsided about how bad the Police Department was!'

I feel he reigned (retired?) to keep his pension. I also feel he knows the Feds are scrutinizing him for keeping trainees on the payroll when they were fired, dismissed, quit, or not fully recruited. This would be easier to do with other bureaucrats being in on the scam. Change a SSAN, don't report state taxes, etc. Clinton's 100,000 cop goal opened this problem up.

Chief Compass may yet be facing charges for violation of NOLA citizen's 2nd amendment rights as well..
Remember that he ordered NOLA LEO's to confiscate personally owned weapons / firearms from law-abiding citizens in the wake of Katrina, while addicts, looters, robbers and theives were busy plying their trade thoughout the city..
Compass is probably just getting out while the "getting is good", but I wouldn't doubt that he would be VERY cooperative considering his future outlook..
His other shortcomings as far as law enforcement and the corruption of his police force will be just one of the many matters he will have to answer to..
The more he can blame on Mayor Nagin, Governor Blanco, and LA's Senators, representatives, Parish leaders, Judges, etc...
The better it is for him..

....saw a little clip of this on Fox News last evening and what I observed is that the Chief of Police wasn't smiling and he sure didn't seem to be excited about the prospect of leaving....as for Nagin....he was just being...Nagin....
