Does he know what he is talking about? NO!
He is inviting young and middle-age folks who don't have children. Is he recruiting an army? Or a forced labor pool? This guy cannot put two sentences together and emit a cohesive thought.

What is his hurry? He should have been in that much of a hurry to get the people OUT as he is to have them come back. Come back to what? Floods, destroyed homes? Water all over the place? What's wrong with that man????? Maybe he's afraid the people WON'T WANT to come back.

I guess that would be for a bounty to get her voters back on the Plantation.

I don't think you are going to see many of these people go back.
First, once lost possessions in the homes, but I doubt they owned the homes, I think many were living there on vouchers.
Now they are in places like Texas and some who wanted to work have people finding work for them and those wanting to remain a part of the (Great Society) want to remain so in a better piece of real estate than they were in.
Louisiana has lost some folks for good.
