Yep. He's got all the moves down. He's been talking the War on Terror all this time and he hasn't given even this much thought to what happens if the SHTF here in the CONUS?
Why not just stand up and point out that despite localized SNAFU's, the Federal response beat the reaction times other natural disaster? Stand up to them instead of rolling over.

I have no quarrel with that.
The problem is, people have widely differing views of what IS and IS NOT the federal government's job.
WASHINGTON (CNN) -- President Bush on Tuesday acknowledged "serious problems" in the government's response to emergencies, and said he takes responsibility for the federal government's failures in responding to Hurricane Katrina.
"Katrina exposed serious problems in our response capability at all levels of government and to the extent the federal government didn't fully do its job right, I take responsibility," Bush said during a joint news conference with Iraqi President Jalal Talabani.
Bush was responding to a reporter's question about whether Americans should be concerned that the government is not prepared to respond to another disaster or terrorist attack after it took several days for aid and troops to arrive in New Orleans and other areas devastated by Hurricane Katrina.
He said it is "in our national interest" to find out what went wrong on every level of government.
A bipartisan joint congressional committee is to review the response at all levels of government to the hurricane and report its findings to Congress no later than Feb. 15.

Strategery. The MSM (well, CNN) think they have him admitting to something really awful, really bad (thus their pathetic BREAKING NEWS email). What a sad bunch of loons. They are betting that this will be Carter-esque (Iran hostage rescue), I think its more Trumanesque..
That's my thinking on this ... he knows in the end it'll prove to be a totally local SNAFU and since he took the blame, he can take the credit.
It's a great move. He's admitted there were mistakes, and he will fix the mistakes.

I am reminded of when GWB signed the Campaign Finance Reform bill. "The Buck Stops Here" doesn't quite fit with what he said (something about signing the bill into law and letting the SCOTUS sort it out).
The way he's been caving lately I wouldn't put it past him. We have control of the house, senate and presidency but it sure doesn't feel like it. We need an asskicker.
good point. I think Bush getting his blame me part out first makes the state govt of LA look really bad!
Now that that is out of the way, I would say the next big question is, will anyone take responsibility for millions pouring in illegally across our very unsecured borders?

Another Freeper posted this earlier and deserves great thanks for doing so. It needs repeated posting to set forth clearly as to what constitutes a true leader. Louisiana DID a disaster exercise that was a lot like what happened with Katrina.
And for all the good it did, they STILL didn't implement the city or state disaster plans.
